The Institute of Marine Research would like to enter into a framework agreement with 1 service provider for assistance with on-site building inspections for the construction, building, outfitting and testing of the new ice-going research vessel — 'Kronprins Haakon' and the new research vessel replacing the current 'Dr. Fridtjof Nansen' for a period of 2 years from 17.4.2015 to 17.4.2017, with an option for an extension for 1 year (option).
New ice-going research vessel — 'Kronprins Haakon'.
The building inspection for 'Kronprins Haakon' will take place at the two shipyards Riva Trigoso (40 km from Genova and west of La Spezia) and Muggiano (100 km from Genova and just east of La Spezia).
There will be a need for on-site building inspections at the 2 shipyards (Riva Trigoso and Muggiano) from first steel cutting — planned start is in June 2015 — until the vessel is delivered to Vard Langsten shipyard in Tomrefjorden 30.7.2017, i.e. approx. 25 months.
Subject to delays in the commencement of the steel production and/or other parts of the production etc. that will have an impact on the delivery date.
From the start of the section production (June 2015) there will be a need for on-site building inspections at the two shipyards that see to the hull and surface treatment, specifically steel/welding and surface treatment/painting.
At the start of the pre-outfitting of blocks and sections, in July/August 2015, according to the plan, there will be a need for on-site building inspections at the 2 shipyards that see to machinery and mechanics, electro/automation and fixtures.
Emphasis is put on the fact that the external on-site building inspection via the framework agreement is meant to supplement the on-site building inspection carried out by our personnel at the Institute of Marine Research, when needed.
Furthermore it is a prerequisite that the on-site building inspection has the full and complete responsibility for all inspections in accordance with the technical specifications and drawings, as well as the current rules from class (DNV GL) and other rules. In addition the on-site building inspections shall participate in a specific FAT (Factory Acceptance Test), all commissioning tests (Harbour Acceptance Test — HAT) and sea tests (Sea Trials — SAT), as well as technical meetings with the shipyard. The external on-site building inspector can also be required to participate and assist in the above mentioned assignments.
Furthermore, the designer — Rolls-Royce Marine AS — in accordance with a separate contract between the Institute of Marine Research and Rolls-Royce Marine AS, is responsible for assisting with the verification, inspection and clarification of technical and production questions during the construction period, as well as follow-up of the vessel in the test period and guarantee period.
New research vessel replacing the current 'Dr. Fridtjof Nansen'.
The building inspection for the new research vessel replacing the current 'Dr. Fridtjof Nansen' will take place at Gondan Shipyard in Castropol, Asturias in North Spain. There is a need for on-site building inspections at the shipyard from the start of the steel cutting that started January 2015 up until the vessel is delivered to Gondan Shipyard 22.8.2016, i.e approx. 19 months.
Subject to delays in the production etc. that cause delayed delivery of the vessel.
From the start of the section production (January 2015), there will be a need for on-site building inspections at the shipyard that see to hull and surface treatment, specifically steel/welding and surface treatment/painting.
From the start of the pre-outfitting of blocks and section, according to the plan 26.3.2015, there will be a need for on-site building inspections at the shipyard that see to machinery and mechanics, electro/automation and fixtures.
The on-site building inspections at Gondan Shipyard are mainly covered in a contract with the ship designer — Skipsteknisk AS — who, in accordance with a separate contract with the Institute of Marine Research, has the full and complete responsibility for the project manager function for the execution, which involves responsibility for on-site building inspections, including technical inspections, production inspections, progress inspections and follow-up in the guarantee period.
The external on-site building inspections in the framework agreement are meant to supplement, when needed, the on-site building inspections carried out in accordance with the contract with Skipsteknisk AS, as well as by our personnel in the Institute of Marine Research.

The external on-site building inspections in the framework agreement is meant to supplement, when needed, the on-site building inspections carried out by our personnel at the Institute of Marine Research, as well as that carried out in separate contracts with the ship designer. The Institute of Marine Research estimates that the on-site building inspections in Italy will consist of a minimum of 2 persons, i.e. 1 person at each of the 2 shipyards, Riva Trigoso and Muggiano respectively, from the start of the steel production (June 2015).The on-site building inspections in Spain will consist of a minimum of 1 person at the shipyard in Castropol from the start of the steel production in January 2015.The Institute of Marine Research does not have personnel with expertise in hull and surface treatment — steel/welding and surface treatment/painting. For 'Kronprins Haakon', this part of the building inspection will therefore be carried out entirely by external building inspections. As regards the new research vessel replacing the current 'Dr. Fridtjof Nansen', the on-site building inspection can be supplemented in accordance with the ship designer during the steel and section production. From the start of the pre-outfitting of blocks and sections, the external on-site building inspections will supplement, when needed, the on-site building inspections carried out by our personnel at the Institute of Marine Research, as well as by separate contracts with the ship designer. The estimated number of manlabour months assistance is required for on-site building inspections for both vessels is approx. 36 months. This is, however, an estimate and the Institute of Marine Research is not bound to use the estimated number of manlabour months. Furthermore, the estimate does not restrict the Institute of Marine Research's right to use the framework agreement to carry out on-site building inspections to a greater extent if required.
