The Institute of Marine Research would like to enter into a framework agreement with 1 service provider for assistance with on-site building inspections for the construction, building, outfitting and testing of the new ice-going research vessel — 'Kronprins Haakon' and the new research vessel replacing the current 'Dr. Fridtjof Nansen' for a period of 2 years from 17.4.2015 to 17.4.2017, with an option for an extension for 1 year (option). New ice-going research vessel — 'Kronprins Haakon'. The building inspection for 'Kronprins Haakon' will take place at the two shipyards Riva Trigoso (40 km from Genova and west of La Spezia) and Muggiano (100 km from Genova and just east of La Spezia). There will be a need for on-site building inspections at the 2 shipyards (Riva Trigoso and Muggiano) from first steel cutting — planned start is in June 2015 — until the vessel is delivered to Vard Langsten shipyard in Tomrefjorden 30.7.2017, i.e. approx. 25 months. Subject to delays in the commencement of the steel production and/or other parts of the production etc. that will have an impact on the delivery date. From the start of the section production (June 2015) there will be a need for on-site building inspections at the two shipyards that see to the hull and surface treatment, specifically steel/welding and surface treatment/painting. At the start of the pre-outfitting of blocks and sections, in July/August 2015, according to the plan, there will be a need for on-site building inspections at the 2 shipyards that see to machinery and mechanics, electro/automation and fixtures. Emphasis is put on the fact that the external on-site building inspection via the framework agreement is meant to supplement the on-site building inspection carried out by our personnel at the Institute of Marine Research, when needed. Furthermore it is a prerequisite that the on-site building inspection has the full and complete responsibility for all inspections in accordance with the technical specifications and drawings, as well as the current rules from class (DNV GL) and other rules. In addition the on-site building inspections shall participate in a specific FAT (Factory Acceptance Test), all commissioning tests (Harbour Acceptance Test — HAT) and sea tests (Sea Trials — SAT), as well as technical meetings with the shipyard. Furthermore, the designer — Rolls-Royce Marine AS — in accordance with a separate contract between the Institute of Marine Research and Rolls-Royce Marine AS, is responsible for assisting with the verification, inspection and clarification of technical and production questions during the construction period, as well as follow-up of the vessel in the test period and guarantee period. The external on-site building inspections in the framework agreement are meant to supplement, when needed, the on-site building inspections carried out in accordance with the contract with Skipsteknisk AS, as well as by our personnel in the Institute of Marine Research. Furthermore it is a prerequisite that the on-site building inspection sees to the full and complete responsibility for all inspections in accordance with the technical specifications and drawings, as well as the current rules from class (DNV GL) and other rules. Mandatory requirement: The service provider shall declare that the company has a functioning HSE system that works systematically to fulfil the requirements in health, environment and safety legislation and thereby fulfils the requirements in the regulations on systematic health, environment and safety work in the company. *Requirements: For work to be performed in Norway, the contracting authority requires that all the service providers present a declaration form stating that the service provider meets, or will meet within the date of the contract award, the legal requirements in Norway concerning health, safety and environment (HSE).
