Lindås kommune has a varying need for architect services/ ARK.
The Contracting Authority's purpose with the procurement is to enter into framework agreement with one tenderer. The projects will vary in scope and complexity.
Actual projects will comprise new construction of schools, sports buildings, development of various types of housing and alterations to various municipal buildings.
The service will also include other work that naturally falls under the scope of the contract.

The Contracting Authority's purpose with the procurement is to enter into framework agreement with 1 tenderer who can ensure access to architect competence with high availability.The framework agreement includes performance of architect services with planning and implementation of investment and maintenance projects. Beskrivelse av opsjoner:

The framework agreement shall have a duration of 2 years, with an option for the Contracting Authority to extend the contract one or more times for a further 2 years, to a total of a maximum 4 years.

Vilkår for deltakelse
Egnethet til å utøve yrkesvirksomheten:

1: Tenderers shall have their tax, employers contribution and VAT payments in order.

Documentation requirement:

Tax certificate for tax and employer contribution and VAT, (Tax certificate not older than 6 months calculated from the tender deadline).

Foreign tenderers:

Foreign tenderers shall enclose equivalent certificates from the country where they are registered as liable for tax. If such certificates are not issued, the service provider must enclose a self-declaration on whether they have tax arrears and if so, the amount. The self-declaration must be signed by the tenderer.

2. The tenderer must be a legally established company. Documentation requirement:

Norwegian tenderers:

— Company Registration Certificate.

— Confirmation that the tenderer is registered in a trade register or company register in accordance with the law in the country where the tenderer is established.

Økonomisk og finansiell stilling:

The tenderer must have the financial capacity to implement the assignment/contract. Documentation requirement:

The company's last 2 years Annual financial statements including the auditor's report, as well as newer information of relevant to the company's fiscal figures, for example provisional accounting for 2014.

Alternative

Credit rating from a recognised credit rating institution

(Dun & Bradstreet, Lindorff Decision, Creditinform or similar).

The credit rating cannot be more than 6 months old, calculated from the expiry of the tender deadline. The credit rating must include:

— Key figures from the last 3 years

— Any remarks from the auditor.

Teknisk og faglig kapasitet:

Tenderers shall have good experience with the execution of equivalent assignments. Documentation requirement:

A list of the company's most important, relevant deliveries or executed services during the last 3 years, including

— assignment description; a brief description of the project, scope and what functions the company had in the project

— information about value,

— Date,

— and name of the customer and contact information.

At least one project shall be in Enterprise classification 3.

The Contracting Authority reserves the right to contact the provided references in order to verify the scope and quality.

2. There are requirements about qualifications equivalent to enterprise classification 3 in the approval area of Applicant, Design of overall responsibility for the engineering design, and Design of the architecture to carry out the services.

Documentation requirement:

— Documentation on central approval in enterprise classification 3, alternative documentation highlighting that one will achieve local approval for the relevant works.

— Alternative:

Documentation for other, necessary approvals/responsibility

7: The tenderer shall have good procedures for quality assurance.

Brief presentation of the company's procedures applicable to quality management, with emphasis on quality assurance, resource management, leadership responsibility, continual analysis and improvements. The presentation shall show the tenderer's system for inspecting its own works and reporting both internally and to the contracting authority.

Any certifications of the quality assurance system can be submitted in addition to the description.
