Nord-Fron kommune

The procurement concerns a Framework agreement for fixed bus transport and coach driving.
The municipalities of Nord-Fron and Sør-Fron shall enter into framework agreement to cover the municipalities' need for transport services, specifically bus transport.
School transport of students to and from the schools is not part of this procurement.
The agreement applies to all enterprises in the municipality and shall cover both fixed driving and coach driving. The main component will be coach driving.
The agreement comprises assignment primarily as fixed driving for swimming lessons, bus transport in connection with training, school trips and excursions, trips for nursery schools, other transportation needs. Some driving will be able to be covered by minibus, with up to 16 passengers. The fixed driving, such as swimming driving, follows in principle the normal school route, i.e. that there is no school during school vacations and holidays, and as a consequence, no driving.

Egnethet til å utøve yrkesvirksomheten:
The tenderer is required to have a legally established business which can be documented by a company registration certificate. The tenderer shall have organised conditions in regard to the payment of tax and VAT which is documented by a tax certificate and VAT certificate. The certificates must be issued by the local tax office or the Tax Collection Office, and not older than 6 months.

Økonomisk og finansiell stilling:
Satisfactory financial solidity to fulfil the project is required. The Contracting Authority demands a minimum credit rating of A on Bisnode's ratings scale. The Contracting Authority will obtain the credit rating. If the company does not have an A level (for example a start up company), satisfactory economy must be documented in another manner.

Teknisk og faglig kapasitet:
Expertise and implementation ability are required in the discipline required by the agreement. Tenderer shall describe their organisation as well as how the organisation will be used for the fulfilment of the agreement. Overview of the tenderer's total staffing. Staffing for this assignment (organisation chart) with the names and CVs of persons who shall execute the assignment, see Annex 2. List of the most important service(s) performed during the past three years, including information about the value, time, and the name of the public or private recipients.

Only those who fulfil the terms for operating scheduled passenger transport, given in the regulations from 26.3.2003 no. 401 on domestic professional transport by motor vehicle and vessel, can participate in the contest.
