Vilkår for deltakelse
Egnethet til å utøve yrkesvirksomheten:
— The tenderer shall orderly conditions in relation to tax and VAT payments
Documentation:
Tax and VAT certificate, not older than 6 months. The certificate can be ordered and downloaded from Altinn. If this is not possible, it can be ordered from the tax collector or the Norwegian Tax Administration
Foreign tenderers must provide certificates from equivalent authorities to the Norwegian authorities.
Requirements
— The tenderer must be a legally established company.
— Norwegian companies: Company Registration Certificate
— Foreign companies: Proof that the company is registered in a trade index or business register as prescribed by the law of the country in which the company is established.
Økonomisk og finansiell stilling:
— The tenderer must have sufficient financial capacity to implement the assignment/contract.
Documentation
— Credit evaluation/rating, not older than six months, and which is based on the last known accounting figures. The entire credit rating report must be submitted, and it must contain key figures for the last 3 financial years. The rating shall be carried out by an officially certified credit rating institution.

Teknisk og faglig kapasitet:
Tenderers are required to have the necessary professional qualifications/certifications and experience from equivalent contracts.
Documentation:
Documentation of the tenderer's certifications/approvals.
An overview shall be provided of the tenderer's completed assignments in the last three years.
The main service provider and sub suppliers must have the necessary and updated certifications and approvals for the actual work that shall be carried out, otherwise the tender will be rejected.
CVs are not required for individual consultants under this point.
Good implementation abilities are required.
— Overview of the company's total manpower.
— Manpower for this assignment.
The tender shall state whether sub suppliers shall be used.
A good and well-functioning quality assurance system is required for the products that shall be provided.
Certificate for the company's quality assurance system/management system issued by independent bodies that confirms that the tenderer fulfils certain quality assurance standards, for example ISO 9001:2008.
The contracting authority will also accept other documentation that shows that the tenderer has equivalent quality assurance measures. As a minimum, a general description of the system's contents must be provided, including an overview of inspection plans, check lists and safe job analyses etc. that are relevant for this contract.

The tenderer is obliged to meet the requirements regarding wage and working and working conditions in public contracts, dated 8.2.2008.
The contract stipulates a maximum of 2 links if sub suppliers are used.
