Direktoratet for forvaltning og IKT (Difi) (the Agency for Public Management and eGovernment)

The Agency for Public Management and eGovernment (Difi) wishes to enter into parallel framework agreements with 3 to 5 service providers that can, in the best possible manner, cover Difi's fluctuating requirements for business economic and socio-economic analyses. This includes:
— Assistance with presenting and analysing basic data for benefits and disadvantages related to the subject that shall be considered;
— The data capture and cost/benefit analyses of IT systems for both for the public administration and businesses;
— An assignment where the consultant will be given independent responsibility to implement business economic and/or socio-economic analyses;
— Assistance in illustrating how socio-economic or business economic benefits can be carried out, including proposals for mechanisms and initiatives;
— Evaluation and estimation of investment and operating costs.

Egnethet til å utøve yrkesvirksomheten:
Tax and VAT certificate — Requirement: The tenderer must have submitted tax statements and paid tax, payroll tax and VAT. Documentation: Tax and VAT certificate. The certificate must not be more than six months old from the deadline for submitting the application. Any arrears or other irregularities must be justified. If the tenderer is planning to use sub-providers, tax certificates must be provided for them as well.

Company Registration Certificate — Requirement: Tenderers should be a legally established company. Documentation: Company Registration Certificate or equivalent from the tenderer's home country.
Økonomisk og finansiell stilling:
The tenderer shall have sufficient financial strength to fulfil the contract. Creditworthiness with no requirement for collateral will be sufficient to meet the requirement. Requirement: Tenderers shall enclose a credit rating. The credit report shall be based on the last known accounting figures. This credit report must include a credit rating, (including a credit rating, part judgement and historical rating), and it must be carried out by a publicly certified credit institution. The credit score must not be poorer than A (creditworthy) or equivalent if a different form of score is used (assessment of figures). Tenderers with a score lower than A or equivalent (i.e. not credit worthy or credit worthy with security) will not be considered. Recently established Providers shall not have a score lower than AN (worthy of credit, recently established companies) or equivalent if a different form of score is used (assessment of figures). Recently established service providers can present a bank guarantee as proof of credit worthiness.
