Bergen og Omland havnevesen (Bergen and Omland Port Authority)

The contract is for maintenance, installation and repair services within the electro profession. The framework agreement is primarily meant to cover the need for the best possible maintenance of electrical building installations and electrical installations managed by Bergen og Omland havnevesen. This also includes the necessary periodical and annual inspections of installations.
Most of the properties make up approx. 45 buildings/properties situated in the central port area in Bergen, in addition to the port authority's building in Nøstegaten 30.
There can also be other types of assignments within the discipline. The contract does not include new installations or installations in new buildings.
The contract is for work as well as for parts and materials that are necessary for the execution. See annex 4a price from for information on materials.
The contracting authority would like, amongst other things, a total tender for the procurement and delivery of:
— Ongoing service; maintenance, repairs and/or replacement of existing plants or installations.
— Upgrades of electrical plants or installations.
2. Annual inspection of fire alarm installations with inspection report.
3. Periodic inspection of emergency lighting installations with inspection report.
— Internal control of electrical installations with inspection report.
— Termography service of electrical installations with inspection report.
— Annual inspection and insulation measurement (megging), i.e. inspect that there are no earth faults.
— Periodical internal inspection (approx. every fourth year).
— Engineering design for electrical installations.
Tenders shall be submitted for all parts of the procurement.
The contract will require that Norwegian tenderers are associated with a publicly certified apprenticeship scheme and that they regularly take in apprentices. These requirements will apply for the entire contract period. The contracting authority has the right, at any time during the contract period, to check that the requirements are met.

A framework agreement shall be signed with up to 1 — one — tenderer.
The framework agreement requires that wage and work terms, documentation and sanctions are in accordance with the regulations on wage and work terms in public contracts.

An option shall be offered for the inspection of emergency lighting twice a year, instead of the once a year, as originally stated in the contract.

Requirement:
Norwegian tenderers must have their tax, employer contributions and VAT payments in order.
Documentation requirement:
Tax and VAT certificate. The certificate shall not be more than six months from the tender deadline. The certificate can be obtained electronically from Altinn. For further information, see Skatteetaten.no.
For foreign tenderers:
Foreign tenderers must submit equivalent certificates from their own country, that show that they have their tax and duty payments in order. If the authorities in the relevant country do not issue such certificate, the tenderer shall enclose a declaration confirming that all taxes and duties have been paid. The declaration shall be approved and signed by the supplier's Financial Director/ person responsible for finance.

The tenderer shall be a legally established company.
Norwegian tenderers:
— Company Registration Certificate.
Foreign tenderers:
— Confirmation that the tenderer is registered in a trade register or company register in accordance with the laws of the country where the tenderer is established.
Økonomisk og finansiell stilling:
Requirement:
The tenderer must have sufficient financial capacity to fulfil the contract.
Documentation requirement:
BOH will obtain information regarding the tenderer's economic and financial capacity via Proff Forvalt credit information company. It is therefore unnecessary to submit this information. (All companies already submitting accounts to the Brønnøysund Registre Centre will be registered through Proff Forvalt). Tenderers must check whether such information is available in Proff Forvalt (www.forvalt.no).

A minimum character of ‘satisfactory’ as described in Proff Forvalt's rating, will be accepted. If the above mentioned information is not available at the mentioned credit information company, a rating report from another credit rating company (Dun & Bradstreet, Lindorff Decision, Creditinform or similar) is to be enclosed.

Teknisk og faglig kapasitet:
Requirement:
Ability to fulfil the contract — personnel.
The tenderer is required to show a good ability to fulfil the assignment in accordance with the contracting authority's needs. The tenderer is therefore required to have sufficient capacity to be able to carry out the assignment.
Documentation requirement:
Overview of the company's total manpower, as well as an overview of the number of manlabour years, with competence for special/important disciplines for carrying out this assignment.
Professional competence
The tenderer is required to have sufficient capacity to carry out the assignment in a satisfactory way, as well as provide engineering design advice.
At least 2 persons in the company shall have a certificate of apprenticeship within the electro trade.
In addition tenderers must have access to at least 1 person with a minimum of technical vocational college and at least 3 years relevant experience after their education.
Tenderers shall provide the following documentation:
— A short presentation of the group of resource persons who shall assist the contracting authority.
— CVs for each person in the group, which show certificates of apprenticeship, education and other relevant practice after completed education.
Experience is required from similar assignments.
Tenderers are required to have good experience from similar assignments.
Tenderers must fill in annex 2 — reference form, on the most important relevant assignments in the last 3 years, including their extent (number of manlabour months), value, date and contracting authority or recipient. Furthermore, an overview shall be provided of a contact person for each assignment, as well as the contact person's telephone number and e-mail address. The contracting authority reserves the right to contact the stated references in order to verify the extent and quality.

Approval:
The professional manager at the tenderer shall have the competence (education and experience) necessary for achieving local certification for the right to be responsible in development class 2 in the function executor, discipline installation of fire alarms, emergency lighting and guiding systems and the company is to fulfil the other requirements for such certification.

Documentation shall be given in 1 of the following ways:
Alternativs 1: Valid proof of central certification for the right to be responsible (development class 2) in the functions executer with the disciplines installation of fire alarms, emergency lighting and guiding systems.
Alternative 2: Documentation that the company will, at the latest when the contract is signed, fulfil the requirements for local certification for the right to be responsible within the relevant development class and function.

Quality management procedures are required.
The assignment requires tenderers who have systems for quality management and an effective flows of goods.
Alternative 1: A description of the company's routines for quality management, with an emphasis on quality assurance, resource management, the management's responsibilities, the manufacturing process and continual analysis and improvement.
Alternative 2: If a tenderer is certified in accordance with ISO 9001 or equivalent standard, it it sufficient to enclose a valid certificate.
