Framework agreement, consultancy services in connection with project support

Statens kartverk (The Norwegian Mapping Authority)

In order to ensure and partly increase the Norwegian Mapping Authority's implementation ability, the Norwegian Mapping Authority needs to obtain consultancy services related to project support, on a short notice. Several active large projects in the Norwegian Mapping Authority require additional capacity and partly competence for the area defined as project support. Furthermore, several large and important projects are being planned.
The framework agreement will come into force when the Norwegian Mapping Authority's employees do not have capacity or competence to manage work tasks included in the Norwegian Mapping Authority's area of responsibility. The purpose of using a framework agreement is primarily to save the contracting authority time in obtaining consultants with the right skills when the need arises. In addition, a requested effect of the described consultancy service is internal upgrading of skills, and partly standardisation of working methods, systems and processes related to project works.

— Foreign tenderers must provide certificates from equivalent authorities to the Norwegian authorities.
The tenderer must be a legally established company.
— Norwegian companies: Company Registration Certificate.
— Foreign companies: Proof that the company is registered in a trade index or business register as prescribed by the law of the country in which the company is established.
Økonomisk og finansiell stilling:
Credit appraisal/rating from a publicly certified credit rating institution, not older than 6 months, shall be enclosed with the tender.
If for valid reasons the tenderers are unable to submit the documentation as requested by the Contracting Authority, the tenderers may prove their economic and financial standing with any other documents that the Contracting Authority is able to accept.

The tenderer must have the financial capacity to implement the assignment/contract.
Teknisk og faglig kapasitet:
Tenderers shall enclose a list of the 5 most important relevant deliveries and services performed during the past 3 years, including information about the value, time, and the name of the public or private recipient. If the services were for public contracting authorities, this should be documented by certificates issued or confirmed by the authority concerned. If the services were for private contracts, certificates should be issued or confirmed by these. In the absence of this, a declaration from the tenderer will be accepted.

Statement of the tenderer's quality assurance system/quality management system. Alternatively copies of the system certificate issued by accredited certification organisations or equivalent documentation can be submitted.

Tenderers shall have good experience from equivalent assignments. ‘Equivalent assignments’ means cleaning of office premises.
A good and effective quality management system is required for the provided services.
