Framework agreement construction management

Undervisningsbygg Oslo KF (Municipal Undertaking for Educational Buildings and Property)

Undervisningsbygg shall enter into parallel framework agreements for construction management. The construction management will represent Undervisningsbyggs and the entity's interests at the construction site and shall take of the Builder's interests in the total construction process. Undervisningsbygg focuses strongly on SHA, quality and financial follow-up and the construction management shall be a central contributor for the projects' targets being reached on these points. It is a prerequisite that the construction management has competence in and knowledge of relevant contract standards, e.g. NS 8405 and NS 8407.
The framework agreement also includes the Coordinator function in the implementation phase (KU) in accordance with the Builder regulations. This role can be a part of the construction manager assignment or the person/company can be awarded KU as a separate independent assignment.
Undervisningsbygg normally has construction projects at approx. 50 schools per annum.

Vilkår for deltakelse
Egnethet til å utøve yrkesvirksomheten:
Tax and duty certificates shall be enclosed with the tender that show the status for the payment of:
— Tax, advanced payments, garnishments, employers' national insurance contributions and VAT.
Tenderers with business addresses in other EEA countries shall submit equivalent certificate (s).
A missing tax and VAT certificate will result in rejection of the tender. The certificates should not be older than 6 months from the tender deadline. The provisions regarding tax and duties certificate (s) shall apply equally to all underlying sub providers relationships.

The tenderer must be a legally established company. A certificate of company registration must be submitted, or an equivalent certificate as determined by the laws of the country where the tenderer is established.
Økonomisk og finansiell stilling:
— Credit evaluation/rating, not older than 3 months, based on the last known fiscal figures. The entire credit rating report must be submitted, and it must contain key figures for the last 3 financial years. The rating shall be carried out by an officially certified credit rating institution. The Contracting Authority reserves the right to obtain a separate credit evaluation, if necessary.

If the tenderer, due to valid reasons, cannot prove his financial position in accordance with the above listed requirements, the Contracting Authority will evaluate other appropriate documentation.

Teknisk og faglig kapasitet:
— A list of the most important deliveries or services performed during the past 3 years, including information on the value, time frame and the name of the public or private recipients. Services to public contracting authorities shall be documented by certificates issued or confirmed by the authority in question. If the services were for private contracting authorities, certificates should be issued or confirmed by these. In the absence of this, a declaration from the tenderer will be accepted.

The Contracting Authority will also accept other documentation which shows that the tenderer has equivalent quality assurance measures.
