Framework agreement — caretaker services

Undervisningsbygg Oslo KF

The assignment consists of caretaker services, both technical operations and service assignments for schools, sports halls and empty buildings managed by the contracting authority. The technical services are roughly building related, whilst the services relate to the operation of schools (locking, clearing, moving etc.).
The framework agreement is limited area wise to the contracting authority's properties.
Note that the work tasks for the different buildings will vary. In some buildings the need will exclusively be for technical operations. In other buildings, the work will only consist of service assignments. In addition there will also be cases where the extent involves both technical operations and service assignments.
The service and the assignments that the operations person/caretaker shall carry out and check daily are described in detail in each school's service level contract, SLA — Service Level Agreement. Note that all the attached SLAs shall be followed and seen as a part of the assignment's description.
The framework agreement will be for 2 years from the start of contract, with option for an extension for 1 year + 1 year on the original contract terms.

Enquire at the reception on the ground floor. Service providers are encouraged to ask any questions about the tender documentation at the tender conference. Travel expenses etc. for the conference are to be covered by the individual service providers.

Vilkår for deltakelse
Egnethet til å utøve yrkesvirksomheten:
Tax and VAT certificate(s) must be provided with the tender, showing the status for payment of:
— tax, advanced payments, garnishments, employers' national insurance contributions and VAT.
Service providers with business addresses in other EEA countries must submit equivalent certificate(s). The provisions regarding tax and duties certificate(s) shall apply as well to all underlying subcontractor relationships.
The service provider shall submit an HSE self-declaration with the tender. The service provider is obliged to require a similar declaration in all underlying sub-supplier relationships. The HSE self-declaration must not be more than 6 months old.
The service provider must be a legally established company. — A certificate of company registration must be submitted, or an equivalent certificate as determined by the laws of the country where the service provider is established.
Økonomisk og finansiell stilling:
Credit evaluation/rating, not older than 3 months, based on the last known accounting figures. The entire credit evaluation report must be supplied and it must contain key figures for the last 3 financial years. The rating shall be carried out by an officially certified credit rating institution. The contracting authority reserves the right to obtain a separate credit evaluation if necessary.

If the service provider, due to valid reasons, cannot prove his financial position in accordance with the above requirements, the contracting authority will evaluate other appropriate documentation.

Teknisk og faglig kapasitet:
— An overview of assignments carried out during the last 3 years, together with testimonials of satisfactory execution of the most important work. The testimonials should state the value, time and place the work was performed and indicate whether the works were professionally and properly completed.

— Information about education and professional qualifications of the service provider and the company administrative leadership (competence matrix).
— A statement of the service provider's average workforce and the number of employees in the administrative management in the last 3 years.
— Certificate for the company's quality system/management system issued by independent bodies that confirm that the service provider fulfils certain quality assurance standards, for example ISO 9001:2008.
— The contracting authority will also accept other documentation as proof that the service provider has equivalent quality assurance measures.

— Good expertise and experience from equivalent assignments.
— Sufficient capacity.
The service provider shall verify having a:
— Satisfactory quality assurance system.
