Stortingets Administrasjon (The Norwegian Parliament's Administration)

The aim is to enter into a framework agreement with a service provider for the provision of caretaker services for the Norwegian Parliament's commuter residences, which consist of 150 flats divided between five central locations.
The work includes both courtyard maintenance and minor maintenance work in flats.

Egnethet til å utøve yrkesvirksomheten:
Qualification requirement:
Tenderers must have their affairs in order with respect to the payment of tax, employer contribution and value added tax (VAT).
Documentation requirement:
Certificate for tax and VAT. The certificate shall not be more than six months from the tender deadline. The certificate can be obtained electronically in Altinn. For further information, see Skatteetaten.no
For foreign tenderers:
Foreign tenderers must submit equivalent certificates from their own country, that show that they have an arrangement for the payment of tax and duties. If the authorities in the relevant country do not issue such certificates, the tenderer shall submit a statement which verifies that all taxes and duties have been paid. The declaration shall be approved and signed by the tenderer's Financial Director/ person responsible for Finance.

Økonomisk og finansiell stilling:
Qualification requirement: The tenderers should have sufficient economic and financial capacity to be able to fulfil the contract.
Documentation requirement: Solidity assessment from an approved credit rating company shall be submitted with the tender. The assessment must provide information about the credit rating and the extent of any risk of bankruptcy (bankruptcy prediction). The Norwegian Parliament will reject tenderers who have a rating less than credit worthy without security. The rating must not be older than 6 months.

If the credit rating is not submitted, or submitted documentation is not satisfactory, the Contracting Authority will undertake an assessment of the Tenderer's economic and financial position by utilising the service Proff™Forvalt (www.forvalt.no). Tenderers with a rating less than B2 will be rejected.

The above requirement for ‘credit worthy without security’/‘B2’ may exceptionally be deviated from if the tenderer can document that such a rating gives a qualified incorrect picture of their economic and financial capacity, and the qualification requirement is met anyway.

Qualification requirement:
— Tenderers shall have good experience from equivalent assignments.
Documentation requirement: list of the most important deliveries or services performed during the past three years, including information about the value, time, and the name of the public or private recipients. If the services were for public contracting authorities, this should be documented by certificates issued or confirmed by the authority concerned. If the services were for private contracting authorities, certificates should be issued or confirmed by these. In the absence of this, a declaration from the tenderer can be accepted.
