Drammen municipality

Drammen Municipality shall enter into a framework agreement with one service provider to cover the municipality's need for bus transport. The contract will be valid for all entities and companies in the municipality.
Buses are used for various contracting authority activities, e.g. school camps, excursions, activity days, study trips for both pupils and employees. The activities are for varying lengths, but are normally completed each day.
Several schools/nurseries/units can require transport at the same time. There can be a need to transport all the school's pupils (up to 600 persons) at the same time for some very special events. The contracting authority therefore requires that the service provider has access to several buses.
Attention is drawn to the fact that daily bus transport of pupils to and from schools in the municipality, amongst other things, is not included in this contract. See the tender documentation for further details on what else is not included in the contract.

Vilkår for deltakelse
Egnethet til å utøve yrkesvirksomheten:
1. The tenderer shall be a legally established company. Documented by a company registration certificate that is not older than 6 months calculated from the tender deadline.
Foreign companies can instead enclose an equivalent certificate as legislated by the country where the tenderer is registered as a company.
Økonomisk og finansiell stilling:
1. Tenderers must comply with the tax laws and rules. Tenderers are required to enclose a tax and VAT certificate. The certificate shall not be older than 6 months from the tender deadline.
2. Tenderers are required to have good financial solidity with a minimum rating of A in accordance with an assessment made by the credit information agency Bisnode CreditPro AS.
Companies that cannot be credit rated shall document accounting figures that show good credit worthiness and sufficient financial ability to fulfil the contract.
Minste nivå(er) av standarder:
1. Tax and VAT certificate issued by either the tax collector or the tax office.
2. Minimum credit score of A in accordance with an assessment carried out by the credit information agency Bisnode CreditPro AS. The contracting authority will obtain a credit report through the web-based credit information system Bisnode CreditPro. The report contains, amongst other things, the auditor's report, negative payment remarks, accounts and rating history, and it shall be based on the last known accounting figures.

If the tenderer cannot be credit rated, approved accounting figures from the last 2 years shall be enclosed with the tender.
Teknisk og faglig kapasitet:
1. Tenderers shall have experience from a minimum of three equivalent assignments of similar complexity. Complexity means a variation in the assignments with many different orders to deal with.
2. Tenderers are required to have updated licences as required for the assignments.
3. In order to ensure a low environmental impact and good quality of the service, tenderers are required to have systems for follow-up and continual improvement of the following conditions:
— The organisation's competence in environment and security.
— The procurement, maintenance and sale of vehicles.
— The product's influence on the climate (driving courses, minimalising empty journeys, correct use of vehicles etc.).
— Waste management, including hazardous waste connected to the vehicles.
Minste nivå(er) av standarder:
1. A short description of three equivalent previously completed assignments, including information on their value, date and the name of the public or private recipient with contact information.
2. Tenderers shall enclose a copy of licences.
3. If the procedures are described in the company's quality or environmental management system according to ISO 14001, Eco-lighthouse programme or equivalent third party verification system, it is sufficient to enclose a valid certificate with information on where this is described.

Kontraktutførelse

The contracting authority has a free payment month + 30 days.
All invoices must be marked with the orderer number or order number that accompanies the order. There shall be 1 invoice per order.
Partial invoices and joint invoices will not be accepted unless otherwise stated in this contract. Invoices that are not marked with the order number will be rejected and returned.
