Framework for building materials. With project procurements/major procurements of building materials, the municipality shall have the right, but not the obligation, to conduct their own competitions in this regard. This means that the framework agreement as a general rule is intended to encompass and cover the needs also of such procurements. If the municipality finds it economically most advantageous on the basis of the procurement's nature, finances, time, design, etc. a separate competition for project procurement can be conducted.
