Fittings for the agency's goods vans with a payload of approx. 1 000 kg

The Agency for Water and Sewerage Works shall procure fittings for a total of 35 goods vans in the period from the beginning of 2016 to the end of 2017.
The agency is currently procuring 22 new goods vans with a payload of approx. 1 000 kg. The delivery of the goods vans will be distributed over 2 years: 14 goods vans in 2016 and 8 as an option in 2017.
These 22 goods vans, with a payload of approx. 1 000 kg, shall be used by the agency's plumbers, electricians, mechanics, cleaning teams, listeners and source tracers. The vehicles procured in 2015-2017 must be fitted and adapted to the users' needs and secured with warning lights before they can be used.
In addition there is a need for warning lights and some fittings for 13 small goods vans with a payload of approx. 500 kg, which were procured in 2015.
The agency also requires a service and repair contract for the fittings for these vehicles. The contract will apply for as long as the vehicles are owned by the agency.

Vilkår for deltakelse
Egnethet til å utøve yrkesvirksomheten:
Tenderers shall be a legally established company.
Documentation requirement:
Norwegian companies: Company Registration Certificate.
Foreign companies: Verification that the company is registered in a trade index or a register of business enterprises as prescribed by the law of the country where the company is established.
Økonomisk og finansiell stilling:
The tenderer's tax affairs shall be in order in relation to payment of tax and VAT.
Documentation requirement:
Tax Certificate for tax and VAT respectively, not older than 6 months. The certificates can be obtained from the local tax collection office or the tax office. Foreign tenderers must provide certificates from equivalent authorities to the Norwegian authorities.

The tenderer must have sufficient financial capacity to implement the contract.
— The company's last annual financial statement including notes, the board's annual reports and audit reports, including new information of relevance to the company's accounting figures, and
— a credit evaluation/rating, not older than 3 months, based on the last known fiscal figures. The credit rating shall be carried out by a publicly certified credit rating institution. The credit rating date shall be clearly stated in the document.
Foreign tenderers must provide certificates from equivalent authorities to the Norwegian ones.
Teknisk og faglig kapasitet:
A good ability to fulfil the contract is required, including satisfactory service and technical assistance.
Documentation requirement:
A description of the supplier's technical personnel and technical units the supplier has at his disposition to fulfil the contract, regardless of whether they belong to the company or not. An organisation chart can be enclosed as a part of the description.

The tenderer must have experience from equivalent assignments.
— List of the most important deliveries during the past three years, including information about the value, time, and the name of the public or private recipients.
Tenderers shall have a good and well functioning quality assurance system.
Certificate for the company's quality system/management system issued by independent bodies that confirms the tenderer fulfils certain quality assurance standards, for example ISO 9001:2008 or equivalent.
The contracting authority will also accept other documentation which shows that the tenderer has equivalent quality assurance measures.

Andre særlige vilkår:
The supplier is aware of the manufacturing process for the goods/products included in the contract and guarantees that they are manufactured with labour in accordance with the UN's child convention article 32 and the ILO convention no 138. If it becomes apparent during the contract period that, despite this assurance, illegal child labour has been used, this will be seen as a serious breach of contract.
