External review of the Norwegian Labour Inspection Authority's inspection services

With this tender contest, the Norwegian Labour Inspection Authority requests tenders for an external review and evaluation of the quality improvement work the Norwegian Labour Inspection Authority has executed the previous years. The evaluation, with proposals on measures, shall be presented in a report which shall be available 1.6.2016, at the latest.
The objective of this external evaluation is that the result shall be used for the ongoing work with increasing the quality of the department's external activities and shall be co-ordinated as a part of the Norwegian Labour Inspection Authority' quality scheme for the period 2015-2017
The assignment shall be initiated autumn 2015, preferably 1.10.2015.

Foreign companies: Proof that the company is registered in a trade or business register as prescribed by the law of the country where the company is established.

Økonomisk og finansiell stilling:

Credit evaluation not older than 1 year, based on the last known fiscal figures. The rating shall be carried out by a credit information company that has a licence.

If for valid reasons the tenderers are unable to submit the documentation as requested by the Contracting Authority, the tenderers may prove their economic and financial standing with any other documents that the Contracting Authority is able to accept.

Teknisk og faglig kapasitet:

The requirement shall be substantiated by references from the principal deliveries to public authorities/activities.

The references shall be given by the previous contracting authority who fill out the reference form (Annex 3)

The tenderer can attach as many references as he wish, since this may be significant if a reduction of number of tenderers is required (see point 2.6). 1 form for each reference must be submitted.

Objektive utvelgelseskriterier:

The tender contest will be carried out in 2 stages. The first stage is the qualification stage, where all tenderers can apply for participation in the tender contest by submitting a request for participation. The contracting authority has an upper limit on how many tenderers are invited to submit tenders. If there are more qualified tenderers than there are in the limit, the number will be reduced in accordance with stated selection criteria.

The second stage include the tendering stage. Only tenderers that through their requests for participation verify compliance with the contracting authority's requirements given in the tender notice and the qualification documents, and that are chosen to participate in accordance with the selection criteria, will be given the status as tenderers. These tenderers will receive the tender documents. The contracting authority will carry out 1 or several negotiation rounds with all tenderers that have submitted tenders. This does not apply to tenderers that had their tenders rejected.
