External evaluation of the municipal and county council election 2015

We would like to enter into a contract for an external evaluation of the municipal and county council election of 2015. The aim is to evaluate how the election was conducted.
The evaluation will include both technical and electoral matters. It shall include the following areas:
— The election administration system EVA, including EVA Admin and EVA Scanning, focusing on the user perspective.
— Information to municipalities and counties, including, amongst other things, the election worker portal and user guidelines for EVA.
— System training — training gatherings with municipalities and counties.
— User support.

This is to be agreed with the contracting authority.The assignment is expected to have a financial limit of up to 1 400 000 NOK excluding VAT, The amount shall include all expenses connected to the assignment.The estimated value of the contract is not binding for the contracting authority. The Contracting Authority reserves the right to option for any further purchase as required, in excess of both the given budget and time frame. Any further purchases will be remunerated by the hour, in accordance with the submitted hourly rate. The hourly rate shall be given in annex 5.

— Taxes and duties are to have been paid.
— Fulfilment of statutory requirements concerning health, safety and the environment.
Documentation requirement:
In a transitional period of 6 months, after 14.10.2014, calculated backwards from the date of the receipt of tender, the following certificates can be enclosed with the tender:
— Tax certificate and VAT certificate, not older than six months. Issued by the competent authority, which confirms that the tenderer has fulfilled his obligations as regards the payment of taxes, social security contributions and VAT. The tax certificates must be issued by the tax collection office in the municipality where the tenderer has his head office and by the tax officer in the corresponding county.

— Adequate economic and financial capacity to complete the delivery, in which amongst other things being creditworthy without any requirement for collateral will be adequate.

— A credit rating with key figures from a recognised credit rating company or other form of documentation to demonstrate that the requirement has been met.

— At least 3 relevant assignments during the last 5 years with relevance for this contract. Relevant means evaluation and review assignments within the public sector and external evaluations of comparable projects.
— Sufficient professional expertise and the capacity to carry out the assignment.
Documentation requirement:
— Reference list of at least 3 relevant contracts in the last 5 years, with the contracting authority's name, value of the assignment and a reference. What has been delivered and the function the tenderer had in the assignment, must be stated.
— Description of the tenderer's professional expertise and capacity.
