Evaluation of the scheme with differentiated payroll tax

The main aim of the review assignment is to evaluate the scheme with differentiated payroll tax (hereafter called the DA-scheme) ex post. The aim of an ex post evaluation of the scheme is to identify and quantify the effects of the DA-scheme with the purpose of the scheme at the same time as checking for other conditions that can be of importance.
The aim of the evaluation is to (1) assess the scheme's effect on job opportunities and employment in qualified regions and whether, and to what degree, the aim of reducing the population decline has been achieved. The evaluation shall assess the incentive effects of the support and to what degree the support changes the behaviour of companies (and employees), (2) assess the influences on commerce and competition, (3) the effects of the new sector exceptions and assess whether the aim of the scheme could have been achieved in a more cost efficient and less distorted way with other policy instruments.

The contract value is estimated to 5 000 000 NOK excluding VAT. The estimated value does not include the value of the options described in Annex 1. This estimate is not binding for the contracting authority. The assignment will start when the contract is signed and the final report shall be submitted by 1.10.2018 at the latest. The contracting authority would like an option beyond the stated financial limit and period. The maximum value of the option is 750 000 NOK excluding VAT.

The contracting authority, or members of the reference group, shall have the right to order more reviews. These reviews shall supplement the main evaluation. The maximum value for such reviews is 750 000 NOK excluding VAT.

A certificate, not older than 6 months, which verifies that the tenderer has fulfilled the obligations in relation to payment of taxes, social security contributions and VAT. The certificate can be ordered and obtained from Altinn by using a separate link on skatteetaten.no. If this is not possible, it can be ordered from the tax collector or the Norwegian Tax Administration. The certificate is electronically certified and is therefore not signed.
