Evaluation of the occupational health service

When the risk ratio in the company requires it, the employer is obliged to establish an agreement with an occupational health service to the company. The occupational health service must be approved by the Norwegian Labour Inspection Authority. C.f. the Working Environment Act § 3-3. The occupational health service shall provide assistance with creating healthy and safe working conditions for the employer, the employees, the working environment committee and the personnel safety delegates. There are several regulation requirements related to the development, organisation and the employees’ use of the occupational health service.
In 2010 a mandatory approval scheme regarding the occupational health service was implemented, and the number of business sectors that, without further assessment, were obliged to establish an occupational health service increased. The occupational health service is an important policy instrument for the businesses and the authorities in the preventive work environment work, and at the same time the businesses obligation to establish an occupational health service is extensive and resource-draining. The Ministry of Labour and Social Affairs realises that there is a requirement for an independent assessment of the accuracy and effect of the occupational health service as a policy instrument. The project shall include an assessment of the occupational health service’s work with, and offer to the businesses, the businesses use of the occupational health service, as well as the follow-up by authorities.

Qualification requirement:
— Paid taxes and duties.
— Fulfilment of statutory requirements concerning health, safety and the environment.
Documentation requirement:
— Tax certificate and VAT certificate not older than six months, issued by a competent authority confirming that the tenderer has fulfilled his obligations regarding the payment of taxes, social security contributions and VAT. The tax certificates must be issued by the tax collection office in the municipality where the tenderer has his head office and by the tax officer in the corresponding county.

Tenderers with tax arrears will be rejected. Exceptions will be made from this rule if the tenderer is in a dispute with the tax authorities. If this is relevant, documentation in relation to the case, must be submitted as part of the tender.

— Adequate economic and financial capacity to implement the delivery, in which amongst other things being creditworthy without any requirement for collateral will be adequate.

— A credit rating with key figures from a recognised credit rating company or other form of documentation to demonstrate that the requirement has been met.

Qualification requirement:
— The tenderer must be able to prove at least 3 relevant deliveries in the last 3 years. Relevant contracts means contracts that show consultant and/or review competence and solid experience with working life related surveys and analyses.
— The tenderer must have sufficient expertise and capacity to perform the assignment.
Documentation requirement:
— Reference list of all of the tenderer's deliveries in the last 3 years with relevance to this assignment, stating the name of the contracting authority, and, if possible, the value of the contract and references. What has been delivered and the function the tenderer had in the assignment, must be stated.
