The government will simplify the initiative system, facilitate increased diversity of service providers of work orientated services and a better and more varied service offer to users An important part of this is the decision to merge the clarification and follow-up initiative from 1.1.2015. The amendment regulation dated 17.10.2014 means that the initiatives clarification and clarification in protected entities are merged to one clarification initiative and the initiatives follow-up and work with assistance are merged to one follow-up initiative. The alteration is a part of mobilising more suppliers and employers in ordinary work life who can offer job seekers an initiative place or a job. The regulation also includes a transition scheme for the initiatives that shall be phased out.
The aim of the project is to examine whether the new clarification and follow-up initiatives contribute to:
— An increased diversity of suppliers.
— An improved and more varied service offer for users.
— Simplification of the initiative system.
A detailed description of the assignment's content and requirements of the assignment is given in Appendix 1 to the contract.

The assignment and problems that the Ministry would like to highlight are connected to two phases: The planning and commissioning phase (phase 1) and the implementation and result phase (phase 2). Sub assignment 1 shall be for phase 1 and the final report shall be for phase 2.An interim report shall be submitted for sub assignment 1. The final report shall cover sub assignment 2 and it shall consider the entire assignment. The reports shall be written in Norwegian. A summary of the final report shall be submitted in English.The contract has a total value of 1 400 000 NOK excluding VAT. The contracting authority aims to complete the assignment by 1.5.2018.If the progress of the project is delayed due to events beyond the tenderer's control, the Contracting Authority may consider extending the delivery deadline. See Appendix 1 for the delivery form and scope.The estimated value of the contract is not binding on the Contracting Authority.
