Evaluation of a trial scheme with government financing of municipal welfare services (SIO)

The Norwegian Directorate of Health has been given the task of preparing and carrying out a trail with government financing of the welfare services (the SIO project). The trial shall be carried out in 20 Norwegian municipalities and it shall run for 3 years from 1.5.2016. The experiment shall be evaluated. The Norwegian Directorate of Health would like to enter into a contract with a competence environment who shall evaluate the trial scheme. The evaluation shall be a continuous evaluation with a start date of 15.2.2016.

Beskrivelse av opsjoner:
The Norwegian Directorate of Health would like an option for an assignment for a follow-up evaluation 2-3 years after the completion of the trial scheme. The Norwegian Directorate of Health will be able to ask the chosen service provider for a further review/follow-up of finds uncovered in the survey or associated problems that do not come under this assignment. If the option is taken up it can involve an extension of the contract period, depending on the date the option is taken up.

Tenderers shall have sufficient expertise, execution capability and capacity. Tenderers must have knowledge of the Norwegian municipal health and welfare sector.

— tenderers must have knowledge of the Norwegian municipal health and welfare sector.

— a short account that highlights the tenderer's knowledge of the Norwegian municipal health and welfare sector. If this is covered through the reference assignments, referral can be made to the reference list;
— experience and references.
Requirement: tenderers must refer to experience from similar assignments.
Documented by: a reference list with references from equivalent assignments in the last 3 years.
What was delivered and its extent (volume and length) must be clearly stated.
Use of sub suppliers.
If a tenderer plans to leave parts of the contract to sub suppliers/collaboration partners, a description shall be given of them and what part/parts of the assignment they shall carry out.
Requirement: tenderers must be able to use the resources.
Documented by: documentation that the tenderer can use the resources, e.g. by presentation of binding statements from these companies.

Statutory requirement — tax and VAT certificate.
Requirement: tenderers must have paid their tax, VAT and payroll tax in accordance with the statutory provisions.
