Evaluation of a subsidy scheme — Grants to training in the Norwegian Correctional Service

The subsidy scheme for training in the Norwegian Correctional Service shall be evaluated. The national administration of the subsidy scheme is delegated to the County Governor of Hordaland. The Governor has pointed out requirements for amendments of the prevailing guidelines regarding the subsidy scheme. The scheme has not been subject to previous evaluation and has over time increased in extent
The evaluation shall consider if the grant is adapted and when it was adapted to the various target groups
The assignment will include mapping of the training service to target groups with requirements and rights to primary and lower secondary education or upper secondary education and training in accordance with the Education Act. Based on the mapping, the service provider awarded the assignment shall assess if the subsidy scheme is sufficiently prepared and if the allocation criteria between the county and custodial institutions are adequate and sufficient adapted to the custodial institutions' different profiles (detention, high and low security and terms of imprisonment). The Evaluation shall enable the Norwegian Directorate for Education and Training to audit the guidelines for the scheme.

K 01 Tax certificate — Requirement: Tenderers must have submitted their tax assessments and paid tax and payroll tax. Documented by: Tax certificate. The certificate shall not be older than six months from the deadline for receipt of tenders. Any arrears or other irregularities must be justified. If the tenderer is planning to use sub-suppliers, tax certificates must be provided for them as well.

K 02 VAT certificate — Requirement: Tenderers must have submitted their VAT statements and paid VAT. Documented by: VAT certificate. The certificate shall not be older than six months from the deadline for receipt of tenders. Any arrears or other irregularities must be justified. If the tenderer is planning to use sub-suppliers, tax certificates for VAT must be provided for them as well.

K 03 Company Registration Certificate — Requirement: The tenderer must be a legally established company. Documentation: Company Registration Certificate or equivalent from the tenderer's home country.

K 04 HSE self-declaration — Requirement: The tenderer shall vouch for the company working systematically to comply with the health, environment and safety legislation and that they comply with the internal control regulations. The tenderer must also confirm that the company is legally organised in relation to applicable tax and working environment regulations for employees' professional and social rights, and shall accept that the contracting authority has the right to review and verify the company's system for safeguarding health, safety and environment. Documentation: A signed HSE self-declaration.

Økonomisk og finansiell stilling:

K 05 Tenderers must have a financial position that allows the contracting authority to co-operate with the tenderer for the entire contract period. Documented by: The company's most recent annual report to Brønnøysund Register Centre and new information of relevance to the company's fiscal figures. Key figures from the accounts for the last 3 years.

Teknisk og faglig kapasitet:

K 06 — Company conditions — Requirement: The tenderer must have good capacity that substantiate that the Tenderer can implement the assignment. I.a by having sufficient personnel (more than five employees). Documented by: General information of the company, including information of number of employees and the organisation structure.

K 07 References — Requirement: The tenderer must have experience with corresponding assignments. Particularly assignments to public agencies and/or the education sector. Documented by: A list of relevant projects/assignments the previous three years, including information of the scope, value and time period.

The quality assurance system shall be documented.
