Engineering design services for and the construction of 17 residential units in Welhavensvei 17

Sandnes kommune

The construction of 17 residential units for persons in financial difficulties in Sandnes municipality has been approved for the financial plan 2015-2018.
The contracting authority thus intends to enter into a contract for engineering design services for and the construction of 17 residential units. The assignment includes:
— Detailed engineering design based on a sketch project;
— Construction of 11 terraced houses of 73 m² and six flats of 45 m² with a total gross area of approx. 1 073 m²;
— Construction of sheds with a total gross area of approx. 86 m²;
— Construction of a technical room for all the residential units of approx. 24 m²;
— Development and completion of the outdoor area including a play area;
— Delivery and installation of fixed fixtures and equipment;
— Delivery and marking of asphalt as well as the delivery of some road area by the parking places.
The project shall be carried out as a modified turnkey contract based on NS 8407:2011.
The site is ready for the construction work to start immediately after the contract is awarded. The contractor must have the capacity to complete the engineering design services and construction in accordance with the contract, so that the hand-off can take place no later than 9.5.2016 (final deadline). The houses shall be ready to move into mid June 2016.
The houses shall be delivered as constructed on site or as wood-element buildings and engineered and constructed in accordance with the criteria for low energy buildings in accordance with NS 3701.

Egnethet til å utøve yrkesvirksomheten:

Company Registration Certificate.

The contractor is required to have a legally established company.

Norwegian companies: Company Registration Certificate from the Brønnøysund Register Centre.

Foreign companies: Registration certificate in a professional register as determined by legislation in the country in which the contractor is established.

The certificate shall be available by the tender deadline and it must not be older than 12 months calculated from the tender deadline.

VAT certificate.

The contractor must not have significant VAT arrears or an approved repayment plan shall be in existence.

Norwegian contractors shall enclose a VAT certificate from the tax office (Form RF-1244) where the contractor has his main office.

Foreign companies: Certificate issued by the competent authority in the contractor's home country certifying that the contractor has fulfilled its obligations regarding fees in accordance with the laws of the country in which the contractor is established.

The certificate must be presented before the tender deadline and must not be older than 6 months from the tender deadline.

Tax and social security contribution certificates.

The contractor must not have significant tax and social security contribution arrears or an approved repayment plant shall be in existence Norwegian contractors shall enclose a tax certificate from the chief municipal treasurer in the municipality where the contractor has his main office. Foreign companies: Certificate issued by the competent authority in the contractor's home country certifying that the contractor has fulfilled its obligations regarding fees in accordance with the laws of the country in which the contractor is established. The certificate must be presented before the tender deadline and must not be older than 6 months from the tender deadline.

A HSE self-declaration.

The company shall meet the requirements of Norwegian legislation with regard to health, safety and the environment. Completed and signed HSE self-declaration in accordance with Annex 2 of the Public Procurement Regulations. Use the attached template — annex 2, or see ‘Lovdata’ for a template. The certificate shall be available by the tender deadline and it must not be older than 12 months calculated from the tender deadline.

Økonomisk og finansiell stilling:

As documentation, the contracting authority will obtain a credit rating from Experian (the contracting authority subscribes to services from Experian).

The tenderer is expected to have familiarised himself with registered information about the company and by submission of the tender accepts that the information will be obtained and form the basis of the assessment of the tenderer's financial situation.

Alternatively, a contractor can enclose a credit rating with the tender from a certified credit rating company that shows that the contractor has good credit worthiness and which shows the turnover figures. The credit rating shall not be older than 6 months from the tender deadline.

If for valid reasons a contractor is unable to submit the documentation as requested by the contracting authority, the contractor may prove their economic and financial standing with any other document that the contracting authority is able to accept. If a contractor will use the capacity of other suppliers in order to be qualified, each of the other suppliers shall achieve a minimum assessment of credit worthy.

The contractor shall have settled economic conditions and the financial capacity to fulfil the contract. Contractors must at a minimum achieve a rating of credit worthy and have a minimum of 30 000 000 NOK in operating revenue in the last available accounting year.

Teknisk og faglig kapasitet:

Expertise:

Information on education and professional qualifications for those persons who will be responsible for the fulfilment of the contract, i.e. project manager and construction manager (CVs showing the offered personnel's education and work experience and an overview of previous assignments with a statement of the contracting authority, size in m², value and type/nature and the employee's role in the project).

Experience:

As documentation the contractor shall enclose a list of the most important relevant assignments in the last 5 years, including information on the role of turnkey contractor, the assignment (short description), contract value excluding VAT, number of m², date and the name of the customer.

Based on the list, the contractor shall state the name and e-mail address of a contact person for the 3 most relevant assignments. The references will only be contacted if necessary.

Quality assurance system:

As documentation the contractor shall enclose certificates for the company's quality assurance system/quality management system issued by independent bodies that confirm that the contractor meets recognised quality assurance standards such as ISO 9001:2008 or the equivalent. The contracting authority accepts also other documentation that demonstrates that the contractor has a well functioning system for ensuring quality customised to the nature and scope of the assignment. As a minimum, a general description of the contents of the system including an overview of control plans and check-lists that are relevant for this contract must be given.

Contractors shall have good competence with the implementation of turnkey contracts.

Experience:

Contractors shall have experience as turnkey contractors from at least 2 relevant assignments for buildings of a comparable size (m²) and complexity.

Quality assurance system:

The contracting authority requires contractors to have a well-functioning system for ensuring quality customised to the assignment's nature and extent.
