Oppegård kommune (Oppegård municipality)

Oppegård municipality shall construct a building containing sheltered accommodations and service functions, a day activity centre and a base for home care services. The building shall be constructed at a separate site located in Edvard Grieg's road 7-9 in the centre of Kolbotn. The area is subject to a development plan that shall provide guidlines in relation to right-of-way limits, sun conditions, heights, and so forth. The housing facility shall have capacity to between 45 and 50 sheltered accommodations with an area of approx. 55 m² each, divided in 4 floors. The building shall have a base for employees and a day activity centre with room for 15-20 users. The housing facility shall be manned/staffed 24 hours a day and shall be directed towards elders with requirements for adapted housing. The municipality aim is a building with a minimum of a passive house level.
An engineering design group manager (PGL) and an engineering design group (PG) shall be procured. The tender shall include an engineering design group manager (PGL), architect (ARK), as well as engineering design services for various disciplines. A preliminary project and a draft project shall be implemented, and the engineering design group shall formulate the requirements specification to the project's tender contest.

The tenderer must have good conduct. The tenderer will by way of a self-declaration confirm that the requirements in appendix B are fulfilled.

The tenderer must have adequate implementation ability. A description shall be given on how the tenderer is organised in connection with the implementation of the contract. Particularly regarding the use of sub-providers The tenderer shall have an adequate quality assurance system, equivalent to ISO 9001. If the tenderer is certified, an ISO 9001 certificate shall be attached to the tender.

— the system's table of content (the entire table of content shall not be enclosed);
— the date of the most recent audit on the quality assurance system.
