The delivery shall cover the Contracting Authority's need for management and handling of the Contracting Authority's power portfolio. In addition, on behalf of the Contracting Authority, the manager shall procure physical power in accordance with the regulations for public procurements. Tenderer shall also assist with consulting and development of strategy for the power portfolio in co-operation with the Contracting Authority. In order to manage the Contracting Authority's interests in the best possible manner, the Tenderer must have high competence. Besides monitoring of the market, it is important to have good analytical resources and tools for ongoing assessment and quality assurance of the management. Tenderer must also have good communication ability and maintain dialogue with the Contracting Authority during the contract period.
The tenderers will be given the possibility to present their written tender offer on 29.6.2015.
NB: This is not a negotiation. With an open and limited tender contest, the tenders cannot be changed through negotiation after the tender deadline. The Contracting Authority can, however, request clarification regarding solutions, working methods or materials that the tenderer proposes. This can be done by the Contracting Authority requesting an elaboration or requesting that the tenderer clarifies how the requirements in the tender documentation will be met. In the existing contest, this will mean that the tenderer presents their tender offer to the Contracting Authority.
As such, there will be no opportunity to submit a revised tender. The Contracting Authority will base their evaluation on the written tender offer, and it is important that the presentation is based on, and follows the written tender offer.

Company Registration Certificate — Requirement: Tenderers should be a legally established enterprise. Documented by: Company Registration Certificate or equivalent from the tenderer's home country.
HSE self-declaration — Requirement: The tenderer shall vouch that the company operates systematically to fulfil the requirements of health, environment and safety legislation and that they satisfy internal regulations. The tenderer must also confirm that the company is legally organised in relation to applicable tax and working environment regulations for employees' professional and social rights, and shall accept that the contracting authority has the right to review and verify the company's system on safeguarding of health, environment and safety. Økonomisk og finansiell stilling:
Good solidity — Requirement: Credit assessment/rating AA. The tenderer does not need to attach the credit rating. (Contracting Authority subscribes to Bisnode). The tenderer is expected to have familiarised himself with registered information about the company and by submission of the tender accepts that the information will be obtained and form the basis of the assessment of the tenderer's financial situation. If the tenderer is aware that the requirement regarding the financial capacity to carry out the contract cannot be met via the credit rating as specified above, the tenderer can submit other documentation with the tender, confirming that the financial capacity is satisfactory. If the Contracting Authority's credit information about the individual company does not include a credit rating, the Contracting Authority will seek to have this documentation requirement met in another way, either by assessing whether the financial capacity is satisfactory based on the other information that is available in Bisnode, or by obtaining other documentation.
