The delivery shall cover the Contracting Authority's need for management and handling of the Contracting Authority's power portfolio. In addition, on behalf of the Contracting Authority, the manager shall procure physical power in accordance with the regulations for public procurements. Tenderer shall also assist with consulting and development of strategy for the power portfolio in co-operation with the Contracting Authority. In order to manage the Contracting Authority's interests in the best possible manner, the Tenderer must have high competence. Besides monitoring of the market, it is important to have good analytical resources and tools for ongoing assessment and quality assurance of the management. Tenderer must also have good communication ability and maintain dialogue with the Contracting Authority during the contract period.
The tenderers will be given the possibility to present their written tender offer on 29.6.2015.
NB: This is not a negotiation. With an open and limited tender contest, the tenders cannot be changed through negotiation after the tender deadline. The Contracting Authority can, however, request clarification regarding solutions, working methods or materials that the tenderer proposes. This can be done by the Contracting Authority requesting an elaboration or requesting that the tenderer clarifies how the requirements in the tender documentation will be met. In the existing contest, this will mean that the tenderer presents their tender offer to the Contracting Authority.
As such, there will be no opportunity to submit a revised tender. The Contracting Authority will base their evaluation on the written tender offer, and it is important that the presentation is based on, and follows the written tender offer.
