Helse Bergen HF, hereafter called the Contracting Authority, intends to go to procurement of electronic simulators with realistic modules / ‘Virtual Reality’.
Simulators for endoscopy training in basal diagnostic and therapeutic procedures in the disciplines of medicine, lung, surgery and gynaecology as well as UL simulator for external examinations, all simulators are to be used at The Skills Centre, Haukeland University Hospital. In chapter 9.1.1 the Contracting Authority requests prices for optional purchase of simulators for training in intervention radiology and orthopaedics, where such simulator systems are included in the long term plan for The Skills Centre.

Beskrivelse av opsjoner:

In the long-term it is also desired to use simulators in i.a. intervention radiology and orthopaedics. The Contracting Authority therefore wants tender offers on optional purchase of the above named simulator system.

Egnethet til å utøve yrkesvirksomheten:

Norwegian tenderers are required to have fulfilled their tax and VAT payment obligations:

— Documentation requirement: Certificate for tax and for VAT. Issued by the Norwegian Tax Administration.

— The certificates shall be issued on the Tax Directorate's form RF-1316 or another form that provides the same information.

— The certificates shall not show significant arrears.

The certificate should not be more than six months old when calculated from the submission date for the tender offer.

— Foreign Tenderers must provide certificates from equivalent authorities to the Norwegian ones.

Tenderers are required to be a legally established company.

— Norwegian companies: A company registration certificate shall be presented.

— Foreign companies: Proof that the company is registered in a trade or business register as prescribed by the law of the country where the tenderer is established.

Økonomisk og finansiell stilling:

The tenderer must have the financial capacity to carry out the assignment/contract.

Credit evaluation/rating, not older than six months, and which is based on the last known accounting figures. The rating shall be carried out by an officially certified credit rating institution. The rating must be at least A or better, measured against the AAA Soliditet's scale — or equivalent score from another reputable rating company.

If the tenderer's credit rating is not sufficient, for example a newly started company with a credit rating of AN, can still compensate for this by supplying adequate unconditional guarantees from banks and/or parent company with adequate credit rating. Any such alternative documentation shall follow as a part of the tender.
