Nord-Odal kommune, c/o Eiendom og samfunn, henceforth referred to as the contracting authority, would like to enter into an agreement regarding emptying of sludge, with one service provider, henceforth referred to as the service provider. This is an open tender contest and it involves emptying and transport of septic sludge.
In accordance with the Pollution Act. § 26, the municipality is bound to have an established system for emptying and transport of drain mud from smaller treatment plants such as interceptors for sludge, septic tanks, mini treatment plants and other sludge tanks for de-sludging of sanitary sewage water.
The assignment includes emptying of sludge tanks and sealed tanks from households, holiday cottages and joint facilities in Nord-Odal kommune.

Egnethet til å utøve yrkesvirksomheten:
The service provider shall have his tax and VAT payments in order.
Documentation:
— Tax certificate (Certificate for taxes, issued by the chief municipal treasurer (form RF-1244). The certificate shall not be older than 6 months.
— VAT Certificate (Certificate for paid VAT issued by the tax collection office (form RF-1244)) which is not older than 6 months.
— Foreign service providers must provide certificates from equivalent authorities to the Norwegian authorities.
The service provider shall have a functioning HSE system.
Documentation: HSE self-declaration (See appendix 4 to the tender documentation).
The service provider shall be a legally established company
Documentation
— Norwegian companies: Company Registration Certificate.
— Foreign companies: proof that the company is registered in a trade or business register as prescribed by the law of the country in which the service provider is established.
Økonomisk og finansiell stilling:
The service provider must have the financial capacity to carry out the assignment/contract.
Documentation:
— The most recent year's accounts or extracts thereof, including the board's annual report and auditor's report.
Teknisk og faglig kapasitet:
Requirement 1:
The service provider shall have experience from similar contracts.
Documentation:
— The company's most important deliveries over the last 3 years, including their value, time frame and recipient.
Requirement 2:
It is required that the service provider has sufficient capacity to carry out the assignment.
— Description of machines and equipment included in the implementation of the assignment.
— An overview of the personnel included in the implementation of the assignment.
Requirement 3:
The service provider is required to have professional competence.
— Documentation showing competence/experience in use of technical equipment for the personnel included in the implementation of the assignment.
— Driver licence for the relevant motor vehicle for the personnel included in the implementation of the assignment.
Requirement 4:
— The tenderer shall state 3 references.
— The tenderer shall state 3 references from corresponding assignments. — The reference shall include information on organisation, contact person, address, telephone/mobile number and E-mail address. The Contracting Authority reserves the right to obtain own references.
