Glåmdal interkommunale vann- og avløpsselskap IKS (GIVAS) (Glåmdalen intermunicipal water and sewage company)

GIVAS, hereafter called the contracting authority, would like to enter into a contract for emptying sludge with one or several tenderers and therefore invites tenderers to an open tender contest for emptying and delivering sludge from private sewage installations. The assignment will mainly consist of emptying sludge tanks and septic tanks from households, holiday homes and private communal installations in GIVAS' area, to be understood here as Eidskog, Grue, Kongsvinger.
The assignment is for emptying sludge from widespread buildings, interceptors for sludge and blocked collection tanks, that the municipality is obliged to carry out pursuant to the Pollution Act § 26. Prices shall be given for associated services as an option.

Beskrivelse av opsjoner:
Option for the registration/inspection of private sewage installations.
Both the service recipient, sanitation companies and GIVAS have an interest in having updated and thorough knowledge of the installations that we serve. GIVAS would, therefore, like to obtain prices for the registration and inspection of private sewage installations in our area. Annex 5 shows a tenative ‘check list’ for the registration and visual inspection. The template shall be the starting point for identifying errors, shortcomings or a need for maintenance. The current template is a basic document and a minimum for what shall be carried out and it will eventually — together with the sanitation companies and relevant authorities — be revised to cover a cumulative information need.

Vilkår for deltakelse
Egnethet til å utøve yrkesvirksomheten:
Tenderers shall have their tax and VAT payments in order.
— Tax certificate (Tax certificate for tax issued by the tax collector/municipal cashier (form RF-1244)) which is no more than 6 months old.
— VAT Certificate (Certificate for paid VAT issued by the tax collection office (form RF-1244)) which is no more than 6 months old.
— Foreign tenderers must provide certificates from equivalent authorities to the Norwegian authorities.
Tenderers shall be a legally established company.
Norwegian companies: Company Registration Certificate:
— Foreign companies: Proof that the company is registered in a trade index or business register as prescribed by the law of the country in which the company is established.
Økonomisk og finansiell stilling:
The tenderer must have the economic capacity to carry out the assignment/contract.
Credit rating based on the most recent financial figures. The rating shall be carried out by a credit information company that has permission to handle personal information.
Teknisk og faglig kapasitet:
Requirement 1:
Tenderers are required to have sufficient competence and experience to carry out the actual contract.
Tenderers shall have experience from similar contracts. Documentation: The company's most important deliveries over the last 3 years, including their value, time frame and recipient.
Documentation: Tenderers shall state three references from corresponding assignments. The reference shall include the organisation, contact person, address, telephone no./mobile no. and e-mail address.
— Driving licence and licences for using vehicles, machines and the accompanying equipment.
— Documentation is to be presented to the contracting authority.
— Tenderers can be required to register/inspection installations, cf. annex 5.
Requirement 2:
Tenderers are required to have sufficient machinery, equipment and capacity — minimum a large and small sludge suction vehicle, as well as a vehicle with
4WD and a vehicle with flushing possibilities. The vehicles shall, at a minimum, be in accordance with the EURO 5 standard. — A description of the machinery, equipment and the tenderer's capacity to take on the assignment must be documented.
— Documentation that the vehicles fulfil the EURO 5 standard.
Requirement 3:
A transport licence is required — A copy of the transport licence is to be enclosed with the tender.
Requirement 4:
Communication — language — Tenderers must be able to make themselves understood in Norwegian.
Requirement 5:
Electronic registration system* — Tenderers must have (document) and must be able to operate the electronic registration systems that are used in GIVAS (Norwegian Navigation until 2020).
— *Attention is drawn to the fact that GIVAS plans to renew/change the electronic registration systems and the tenderer must bear the cost of this equipment themselves when it is done during the period.
Requirement 6:
Electronic invoices: All our suppliers require electronic invoices in EHF to our access point Visma.
