The procurement shall be executed as an Open tender procedure.
Sørlandet Hospital (the Contracting Authority), c/o the Clinic for Technology and e-health, invites tenderers to participate in a tender contest regarding framework agreements for electrical installation works and associated materials. The works shall be executed in departments belonging to Sørlandet Hospital in Kristiansand, Arendal and Flekkefjord. Kristiansand means the hospital in Kristiansand with all accompanying premises located in Kristiansand municipality. Arendal means the hospital in Arendal with all accompanying premises located in Arendal municipality. Flekkefjord means the hospital in Flekkefjord with all accompanying premises located in Flekkefjord and Kvinesdal municipalities.
Tenders which cover one or several of these locations shall be given. The works will mainly include continuous maintenance works and smaller reconstructions in connection with assignment and structure alterations at the hospital. Project assignments can also be expected.
The tenderer must also undertake small/supplementing low voltage works.

Egnethet til å utøve yrkesvirksomheten:

K 01 Tax certificate — Requirement: Tenderers must have submitted their tax assessments and paid tax and payroll tax. Documented by: Tax certificate. The certificate shall not be older than six months from the deadline for receipt of tenders. Any arrears or other irregularities must be justified. If the tenderer is planning to use sub-providers, tax certificates must be provided for them as well.

K 02 VAT certificate — Requirement: Tenderers must have submitted their VAT statements and paid VAT. Documented by: VAT certificate. The certificate shall not be older than six months from the deadline for receipt of tenders. Any arrears or other irregularities must be justified. If the tenderer is planning to use sub-providers, tax certificates for VAT must be provided for them as well.

K 03 Company Registration Certificate — Requirement: The tenderer must be a legally established company. Documentation: Company Registration Certificate or equivalent from the tenderer's home country.

K 04 HSE self-declaration — Requirement: The tenderer shall vouch for the company working systematically to comply with the health, environment and safety legislation and that they comply with the internal control regulations. The tenderer must also confirm that the company is legally organised in relation to applicable tax and working environment regulations for employees' professional and social rights, and shall accept that the contracting authority has the right to review and verify the company's system for safeguarding health, safety and environment. Documentation: A signed HSE self-declaration.

Økonomisk og finansiell stilling:

K 05 Financial and economical position — Requirement: Tenderers shall have sufficient economic and financial solidity to carry out the contractual obligations. The contracting authority will assess the tenderer's fulfilment of the qualification requirement based on the following information.

a) Latest submitted annual financial statements with notes including auditor's report.

b) Income statement and balance sheet for the last 6 months if it is more than 6 months since the last annual report.

c) Tenderers are free to substantiate their economic and financial position by any other document, including for example by a parent company guarantee.

d) The contracting authority will obtain a credit report from Bisnode Credit AS via the Mercell portal in order to verify this requirement.

K 06 Tenderers shall describe the economic and organisational conditions that may affect the organisation since the last submitted annual accounts.

Teknisk og faglig kapasitet:

K 07 The company must be registered in the Norwegian Directorate for Civil Protection's (DSB) Electrical company register and shall be approved for engineering design and installation/execution under the category ‘Electrical systems in hospital rooms used for medical purposes’. This shall be substantiated by presenting documentation from the Norwegian Directorate for Civil Protection, verifying that the requirement is fulfilled.
