This notice is for monitoring biological and chemical effects of acid rain in lakes in Norway. The project is a part of the surveillance monitoring carried out in accordance with the Water Framework Directive in Norway. This part of the surveillance monitoring consists of biological and chemical monitoring in a fixed network of acid sensitive lakes that are to a varying degree affected by acidification. The programme includes monitoring the biological quality elements zoo-plankton, littorale macro invertebrates and fish, as well as relevant physio-chemical quality elements. In addition the chemistry is to be monitored in 2 rivers.

Option 1 — Inclusion of fish surveys in additional lakes.
Option 2 — Inclusion of additional quality elements in Kapervatnet in 2015 and in Svartdalsvatnet in 2016.

Vilkår for deltakelse
Egnethet til å utøve yrkesvirksomheten:
The service provider must be a legally established company.
Documentation: Company registration certificate.
Økonomisk og finansiell stilling:
The service provider must have the financial capacity to carry out the assignment/contract.
Documentation requirement: Credit assessment/ rating based on the most recent financial figures. The rating shall be carried out by an officially certified credit rating institution.
Teknisk og faglig kapasitet:
Requirement: The service provider shall have sufficient execution capability and capacity.
Documentation requirement: Statements on the service provider's average workforce over the last 3 years and for material or technical equipment that the service provider has at their disposition for the execution of the contract/assignment.
Requirement: A binding statement from sub-suppliers.
Documentation requirement: A service provider can, for a particular contract, where suitable, rely on other companies' capacity, independent on the legal nature of the connection between them. If so, the service provider should substantiate to the contracting authority, that necessary resources are available by presenting a binding statement from these companies.

Requirement: The tenderer shall have an operative quality assurance system which functions as intended. Tenderers who shall carry out chemical analyses shall have a general accreditation in accordance with ISO/IEC 17025. If a tenderer will use sub-suppliers, the points in the right column apply to them.

Documentation requirement:
— Brief description of the tenderer's quality assurance system. The description must state which methods/standards the system is based on and the quality certifications held. Max. one A4 page.
— Accreditation certificate showing that the tenderer is accredited by Norwegian Accreditation or another national accreditation body that has signed multilateral agreements within the European Accreditation (EA) and/or the International Laboratory Accreditation Cooperation (ILAC) for accreditation of laboratories in regards of ISO/IEC 17025.
