This contract includes the construction of a new E16 (European road 16) from the existing crossing E16/Bærumsveien to Vøyenenga. The length is approx. 1 330 metres, with profile 2 340 to profile 3 670 (northbound).
The contract shall be divided in the following main elements, from the contract border towards the Bjørnegård tunnel at Bærumsveien, and until the existing motorway bridges over the Isi river in Vøyenenga:
— The E16 passing through, with an associated noise deflection wall along the southbound direction.
— A crossing with Bærumsveien, including relocation of bus stops along Skuiveien and temporary reconstruction of local roads at Åses vei.
— Crossing with Lommedalsveien, including the lengthening of Lommedalsveien to the Vøyenenga centre.
— The opening of Dælibekken, including relocation of foot and cycle paths, bridge/culvert works, as well as alteration of the Water and Sewage system.
Applies to:
— Temporary and permanent lighting systems and constructional works for technical plants.
— It may also be relevant to construct a new control station for the police/the car inspection service along E16 at Økri, situated approx. 2 km north of Vøyenenga (the contract border).

1 HSE self-declaration
The tender shall contain a HSE self-declaration. C.f the Public Procurement Regulation § 88 (1), possibly § 1751 (1).
2 Tax Certificates
Tax and VAT certificates, not older than 6 months, shall be enclosed with the tender. C.f. the Public Procurement Regulation § 87, possibly § 1714.
3 Working partnership: Commitment statement
If the tenderer is a working partnership (supplier consortium), a declaration of joint and several liability to the builder and third-parties must be enclosed with the tender. Furthermore, a statement should be given for the business form and the composition of the working partnership, including the participants' organisation numbers.

Økonomisk og finansiell stilling:
The tenderer's equity shall be minimum 80 000 000 NOK. If the tenderer is a working partnership (supplier consortium), the requirement applies to each of the participants.
Documentation requirement:
Documentation of equity is to be submitted the tender. Cf. chapter E2, point 4.3.1, form E24.3.1. Documentation of any significant changes to the tenderer's equity and solvency compared to the last accounts audit must accompany the tender.
There will be an overall assessment of the requirements imposed under this criteria.
Implementation ability
The tenderer's annual average turnover should be at least as large as the annual turnover the contract will generate.
Documentation of turnover for the last 3 years should be submitted the tender. Cf. chapter E2, point 4.4.1,form E24.4.1.

Teknisk og faglig kapasitet:
Experience
Tenderers who are recently established companies and consequently, cannot submit references, must be particularly careful to demonstrate that they have the ability to carry out the contract. The tenderer shall report their company formation and employee expertise. Planned organisation for the assignment and CV s for the key personnel in the project organisation are extremely important. This also applies for companies that merge or are acquired by another company during the tendering process.

Experience from equivalent works. Reference projects
The tenderer shall have experience from work of the same nature and degree of difficulty.
By ‘experience from work of the same nature and complexity’ in this tender competition, the NPRA means that the tenderer shall have completed projects with similar challenges in a satisfactory manner. In other words, major projects that include the following tasks:

Complex foundation and stabilisation works.
Complex, large concrete structures.
Works executed close to main roads with heavy traffic, and extensive phase changes in several rounds, for main roads.
Co-ordination and co-operation with sub-contractors and parallel contractors
The reference projects must be from urban areas or areas with similar challenges in terms of infrastructure, buildings, property owners and traffic management.
Relevant reference projects should be accompanied by a description of the special conditions that were present, and what measures were implemented to obtain a secure and qualitatively good execution. If the reference projects used, are written in a different contract language than Norwegian, please attach a description of how the company will address any challenges related to the contract language in this contract in written and oral Norwegian.

Information in accordance with the above listed, shall be attached the tender. Cf. chapter E2, point 4.1.1, form E24.1.1.
The Builder's experiences. Reference projects
NPRA and other builders' experiences with the tenderer will be appraised
The tenderer is required to show references to relevant contracts that they themselves have executed in a satisfactory manner.
Conditions which will be evaluated are related to, amongst other things:
documentation of executed quality
fulfilment of contracts
compliance with provisions and procedures for HSE
compliance with regulations regarding the wage and working conditions fulfilment of deadlines
follow up in the guarantee period
Information about contracts the tenderer has had in the last few years, with names of references at the contracting authority, shall accompany the tender. Cf. chapter E2, point 4.1.2, form E2—4.1.2.
Any assessment forms from previously completed contracts can also be included in the basis for the evaluation.
Accident frequency (H1 value)
If the tenderer is a working partnership (supplier consortium), the requirements apply for each of the participants. The H1-value is defined as the number of work accidents with absence, in relation to the hours worked multiplied by 106.
The average of the H1-value for the last 3 years should be lower than eight. Cf. chapter E2, point 4.2.1, form E2—4.2.1.
If the H1-value is higher than this, an account shall be given of the developing trend for the H1-value and possibly the F-value, which will express the severity of any high H1-value. Furthermore, a report on whether improvement measures are implemented, and if so, also documentation on the effectiveness of these, should accompany the tender.

Expertise of key personnel:
Technical and professional competency and relevant experience is required of the key personnel who will be engaged in this assignment.
CVs must be submitted for at least the following personnel:
— Project manager
— Construction manager
— Operation managers for foundation works, geotechnical works and concrete.
— Liable HSE
— Responsible external environmental (EE)
— Liable quality
— Liable contact persons for neighbours, nearby businesses and external participants. A brief description shall be given of the assessments that have been made in relation to the challenges that are particular for this project, both when it comes to technical and professional competence and relevant experience for the various functions. This also applies in those cases where some functions are intended to be assigned to subcontractors.

Organisation.
It is a requirement that the organisation of the execution of the contract is sufficiently staffed and that the tenderer has the capacity and ability to deal with unforeseen circumstances during the contract.
At Vøyenenga, a new E16 and local roads shall be founded on rock with concrete piles. In total a large number of piles shall be rammed in rock and constructed as a foundation base for the new roads. This shall be executed in 2 stages. Limitations are made for working hours, based on noise, c.f. Chapter C point 3.2. Bærum municipality will pay close attention to the requirements being fulfilled. The implementation of these pile works requires a separate description on how the works are expected to be organised and implemented. The description shall emphasise how the tenderer will organise the works in relation to the number of pile rigs, silent breaks and duration of the works in the various stages A description of the production arrangement required for sufficient security of the delivery of a large number of piles to the right time, shall also be given.

The tender shall include a statement on how the tenderer will organise the implementation of the contract in general, and the pile works at Vøyenenga in particular.
The tenderer shall submit organisational charts for all levels of the project organisation.
The function of the offered personnel shall be clearly stated. For positions that are not 100 % [full-time], the employment fraction shall be especially stated

Kontraktutførelse
Innskudd og garantier som kreves:
Security shall be furnished by a bank, insurance company or other financial institutions, approved by the builder. Accepted security includes the guarantee amount placed in escrow for the benefit of the builder. Interest accrues to the contractor.
For working partnerships, security shall be provided on behalf of the working partnership, not the individual participating companies.
The tenderer shall provide documentation to the builder that the security applies before the contract works start and no later than 28 days after the contract has been signed.
The Builder will not provide any guarantee.

There will be no advance payments.
When the tenderer requires instalments or payment of different compensation in accordance with NS 8406, point 23.3, a specified invoice shall be submitted to the builder. The invoice shall be controllable and, if necessary, be compared with the tender documents. Attached with the invoice shall be measurements and other documentation the builder needs for verification of the invoice. The measurements shall be conducted as soon as the necessary premises are available. Attached with the invoice, shall also be an updated ‘Entry form for the instalment and final invoice for a road system’.

It is a general requirement that the tenderer is qualified to carry out the work offered. The tenderer must have the necessary expertise and experience, technically, professionally, in organisational terms and administratively.
Information on the tenderer shall be given in the response form in section E2. It is important for assessment that the information and documentation is correct and complete.
If the tenderer is a working partnership (supplier consortium), a declaration of joint liability to the builder and third parties must be submitted with the tender,cf. three below, as well as a statement should be given for the business form and the composition of the working partnership, including the participants' organisation numbers. Tenderers must make sure to substantiate how the competence requirements shall be met by the participants. Furthermore, each individual participating company in the working partnership must provide information on their company, as is required in the tender documentation. Working partnerships will be assessed collectively for all eligibility requirements, except HSE and own equity. Each participant will be individually evaluated for HSE and equity.

The information will be discretely evaluated. The Builder will also focus on information from self evaluations of the tenderer.
Tenderers who do not meet the Builder's requirements for qualification will be rejected, cf. § 84 and § 174.
Every single requirement must be met. Each requirement that is not fulfilled will result in the tenderer being rejected.
The documentation with the tender will be the basis for the Builder evaluating whether requirements are met. Missing or inadequate documentation in one or more criteria can result in the offer being rejected.
