Egnethet til å utøve yrkesvirksomheten:
4.1 Obligatory qualification requirements
Qualification requirement:
— Paid taxes and duties
— Fulfilment of statutory requirements concerning health, safety and the environment.
Documentation requirement:
— A certificate, not older than six months, which verifies that the tenderer has fulfilled the obligations in relation to payment of taxes, social security contributions and VAT. The certificate can be ordered and obtained from Altinn by using a separate link on skatteetaten.no. If this is not possible, it can be ordered from the tax collector or the Norwegian Tax Administration. The certificate is electronically certified and is therefore not signed. For further information, see skatteetaten.no The certificate shall be enclosed with the tender in accordance with the outline given in the tender documents.

Tenderers with tax arrears will be rejected. Exceptions will be made from this rule if the tenderer is in a dispute with the tax authorities. If this is relevant, documentation in relation to the case, must be submitted as part of the tender.

4.3 Economic and financial capacity
Qualification requirement:
— Adequate economic and financial capacity to carry out the delivery where, amongst other things,
creditworthy with no requirements for guarantees is sufficient.
Documentation requirement:
— A credit rating with key figures from a recognised credit rating company or other form of documentation to demonstrate that the requirement has been met.
Teknisk og faglig kapasitet:
4.4 Technical and professional qualifications of the supplier
Qualification requirement:
— At least three — 3 - contracts in recent years with relevance to this assignment/delivery.
— The tenderer must be able to deliver parcels all over the world.
— The tenderer must have a system for electronic transmission and receipt of address information.
— In order to ensure a low environmental impact and high quality of the service, it is required that the tenderer has systems on following up the following conditions with a continuous follow up on:
o The organisation’s measures and competence in relation to environment and safety
o Follow up of vehicles and drivers with a view to fuel consumption, CO2 emissions, damages, etc.
o Waste management of hazardous waste related to the vehicles
Documentation requirement:
— Reference list of all of the tenderer's deliveries in recent years, with relevance to this assignment, stating the name of the contracting authority, and if possible, a value and reference for the assignment What has been delivered and the function the tenderer had in the assignment, must be stated.

— If the routines are described in the tenderer’s quality assurance and environmental management system, in accordance with ISO 14001, the Eco-Lighthouse scheme or equivalent systems verified by a third-party, it is sufficient to present a valid certificate with a statement containing a description of the system. As an alternative, a decription can be given of the existing goals, action plans and routines that substantiate that the requirments are fulfilled.
