The Norwegian Institute of Public Health (FHI) would like to enter into an agreement with one tenderer who can distribute vaccines for comprehensive vaccination under a pandemic outbreak in Norway. From experience it is difficult to procure this type of service at short notice. In order to have good stand-by and reduce the risk of deficient distribution in the outbreak of a pandemic, the Norwegian Institute of Public Health would like to enter into a contract with a tenderer who can establish an organisation for secure and efficient distribution. The contract will also enable training for a possible pandemic.
Suppliers of pandemic vaccine distribution (the supplier in this competition) shall collect the vaccines from NBD and quickly transport them to customers who are approx. 450 municipal recipients and 50-60 in the specialist health service. Vaccines are transported in 2-8 °C, either by a refrigeration vehicle or refrigeration packaging and a combination of these methods will most likely be used to transport the vaccines, depending on the destination. In cases where refrigeration packaging is used, the vaccines will be delivered from the sender to the supplier of this service ready packed. Refrigeration packaging is therefore not a part of this competition.

Beskrivelse av opsjoner:
We would also like the supplier to distribute equipment for injecting the vaccinations to the same vaccine recipients. The volume of syringes and cannulas must be adapted to the number of doses that are sent per week of vaccines in multi-dose packages. The Norwegian Institute of Public Health and the Directorate of Health have an option to use this part of the service.

The tenderer shall have the tax, payroll tax and VAT payments in order.
Documentation:
Certificate for tax and VAT. The certificate shall not be more than 6 months from the tender deadline. The certificate can be obtained electronically in Altinn. For further information, see Skatteetaten.no.
For foreign tenderers:
Foreign tenderers must submit equivalent certificates from their own country, that show that they have an arrangement for the payment of tax and duties. If the authorities in the relevant country do not issue such certificates, the tenderer shall submit a statement which verifies that all taxes and duties have been paid. The declaration shall be approved and signed by the tenderer's Financial Director/ person responsible for Finance.

Økonomisk og finansiell stilling:

The tenderer must have sufficient economic and financial capacity to be able to fulfil the contract.
Teknisk og faglig kapasitet:
— A list with an overview of equivalent deliveries the previous 3 years.
The list shall as a minimum contain:
— Name of the client;
— The contract value and scope;
— The date of the assignment;
— Short description of the delivery including the type of transport and whether refrigeration transport was a part of the assignment;
— A description of the tenderer's personnel and means of transport that the tenderer can use for fulfilment of the contract, as well as an account of the tenderer's distribution system for the delivery of vaccines nationwide.
Minste nivå(er) av standarder:
— Tenderers shall have good experience with the delivery of freight/transport services including refrigeration transport.
— Tenderers shall have good implementation ability.
Implementation ability means available personnel and means of transport, as well as a distribution system for delivery nationwide. The vaccines that shall be distributed must be transported at 2-8 °C, with either active or passive refrigeration.
