The Norwegian Industrial Property Office would like to enter into a framework agreement for the development of a new publication system for the Norwegian Industrial Property Office's internet services. We would like to enter into a development and adaptation contract under the framework agreement for the delivery and development of a publication system and a new internet site for the Norwegian Industrial Property Office. In addition, we would like to enter into a support and maintenance contract and an assistance contract, as well as a licence contract.

Egnethet til å utøve yrkesvirksomheten:
The tenderer shall be a legally registered company.
In order to verify that the tender is a legally established company, Norwegian tenderers shall submit a company registration certificate issued by the Brønnøysund Register Centre. The certificate must be submitted before the deadline for tenders. Foreign tenderers shall enclose certificate(s) of registration in a trade register as prescribed by the law in the country where the tenderer is established.

Økonomisk og finansiell stilling:
Tenderers must not have substantial tax arrears. This shall be documented by:
—Tax certificate from the chief municipal treasurer,
—VAT certificate from the tax collector.
The tax certificates shall not be older than 6 months calculated from the tender deadline. This requirement only applies to Norwegian tenderers.
Tenderers shall have good solidity. The solidity shall be documented by the tenderer's annual accounts for the last 2 fiscal years. The annual accounts shall include the auditor's report, if the tenderer is obliged to have an auditor. If the tenderer is not obliged to have an auditor, this shall be stated in the tender. Recently established companies may substantiate their financial solidity by submitting annual accounts from when the company was established and until the latest possible date. If adequate, the Contracting Authority reserves the right to obtain a credit rating of the tenderer.

Teknisk og faglig kapasitet:
The Norwegian Industrial Property Office will chose a capable and experienced tenderer. Tenderers shall have developed and maintained internet sites of high quality over a long period. Tenderers shall document experience from previous assignments for the last 3 years. The documentation shall be in the form of a list of names of Contracting Authorities scope, as well as type of assignments and contact information (i.e. telephone number) of the contact person. Patentstyret will use the references to obtain customers' experiences in their reference list. The Contracting Authority reserves the right to obtain references from other than the stated contact persons. Own references can be assessed. All the references that are assessed shall confirm that the supplier is capable.

Tenderers must document good quality assurance routines, i.e. minimum routines for following up deviations handling complaints and general follow up of the quality. Description of the method and system for quality assurance of the delivery.
