Development, maintenance and further development of Autosys vehicle register

The Norwegian Public Roads Administration invites tenderers to a pre-qualification process for the development of Autosys vehicle register with accompanying maintenance and further development.
Within the road user and vehicle area (henceforth abbreviated the TK area) in the Norwegian Public Roads Administration, the use of several ICT systems are common, of which the Autosys system is considered most central. Initially Autosys was the central register of driving licences and motor vehicles in Norway
In 2011 the Autosys project initiated the implementation of a new ICT systems for the road users and motor vehicles area. This should replace the existing Autosys with accompanying registers.
Within the driving licence area it has been implemented a new modern ICT system, Autosys driving licences register, which has been in operation since 2014.
It now remains to implement a new ICT system for the motor vehicle area. Both the system and the accompanying development project is referred to as Autosys vehicles This pre-qualification process involves development, maintenance and further development of the Autosys vehicle register.
The current ICT system for vehicles which also includes a motor vehicle register (Autosys motor vehicle), is the oldest ICT system in the TK area in the Norwegian Public Roads Administration, and this system is in a great demand of renewal and further development.
In the vehicle area there are many internal and external interfaces toward other systems.
The current Autosys motor vehicle register operates the Norwegian Public Roads Administration's 1,200 internal users as well as more than 2,800 external associated companies, partly online and partly via other interfaces. At present the system manage more than 100 000 000 transactions per annum. The register contains 9 200 000 vehicles. The system interacts with ICT systems at other public agencies, i.a. the Norwegian customs service and the Norwegian Police, and some other private companies, i.a. the insurance business. The registers are the basis for several services available from the Internet. For the planned system, Autosys vehicle register's interaction with the Norwegian Tax Administration's ICT systems is vital.
The Autosys vehicle project has a mandate to deliver a future oriented and modern ICT system which shall ensure delivery of central ICT services for the vehicle area in Norway The Norwegian Public Roads Administration (the contracting authority) wishes that relevant service providers submit requests for participation in the planned tender contest.

Vilkår for deltakelse
Egnethet til å utøve yrkesvirksomheten:

— The tenderer's tax affairs shall be in order in relation to payment of tax and VAT.

Documentation requirement: TAX and VAT certificate, not older than 6 months from the deadline for request for participation.

— The tenderer shall be a legally established company.

Documentation requirement: Norwegian companies: Company Registration Certificate. Foreign companies: Proof that the company is registered in a trade index or a register of business enterprises as prescribed by the law of the country where the service provider is established.

— A self declaration stating that the service providers will comply with the requirements related to location and language, c.f. chapter 3.4. in the qualification documents.

Documentation requirement: The self declaration shall be done in the letter of request for participation.

Økonomisk og finansiell stilling:

— The service provider shall have sufficient economic and financial capacity to implement assignments in an ICT development project of the scope and framework conditions described in chapter 3 in the qualification documents.

Documentation requirement: Annual report (including annual accounts and annual reports), auditor's statements, statement of the company's turnover, credit appraisal and statement of liquidity. See the qualification documents chapter 4 for further information.

Teknisk og faglig kapasitet:

— The service provider shall have sufficient capacity and competence to implement assignments in an ICT development project, with the same comprehensiveness, scope and framework conditions described in chapter 3 in the qualification documents. It shall be substantiated that the service provider has capacity to staff minimum 6 parallel suitable scrumteams with accompanying project organisation (i.e. management, environment and test team) during the entire project period.

Documentation requirement: An overview of the service provider's manpower, certifications, competence and experience. C.f. Forms annex 3 and annex 4. See the qualification documents chapter 4 for further information.

— The service provider shall have relevant experience from previous assignments related to ICT development projects, including substantiated experience with use of ‘flexible’ contract standards and maintenance /further development.

Documentation requirement: An overview of the service provider's principal and relevant assignments in relation to ICT development projects, in accordance to form in annex 6. See the qualification documents chapter 4 for further information.

— The service provider shall have a professional and efficient quality assurance system in accordance with ISO 9000, or equivalent.

Objektive utvelgelseskriterier:

Provided that there are a sufficient number of qualified service providers, the contracting authority will invite minimum 3 and maximum 5 of the most qualified service providers to give tenders. The selection of service providers will be based only on the service provider's technical and professional qualifications. I.e. the qualification requirements given in point 4, 5 and 6, c.f. chapter 4 in the qualification documents.

The assessment on who best comply with the qualification requirements, the contracting authority will give requirements 4 and 5 a weighting of 40 % each, and requirement 6 will be given a weighting of 20 %.

For the competence areas in requirement no. 4, the development will be given the highest weight (annex 4). For requirement 5, the best previous relevant assignment will be given the highest weight. The next best assignment will be given lesser weight, and so forth. (annex 6).

With referral to the Public Procurement Regulations § 19-7, a deadline will be set of at least 15 days for when a petition for a temporary injunction against the contracting authority's decision to reject a request for participation in the competition, cf. the Public Procurement Regulations § 20-12 (rejection due to conditions at the supplier) or FOA § 17-6 (participation in a competitions where there is a limit on the number of participants) must be put before a court.
