The regional network SYSNETT is an ICT collaboration between 11 municipalities:
Førde, Naustdal, Flora, Jølster, Gaular, Fjaler, Hyllestad, Gulen, Høyanger, Askvoll and Solund.
The regional network SYSNETT is a large and comprehensive network with approx. 200 locations divided between municipal administration, primary and secondary schools, nurseries and health centres and other municipal entities.
The new communication system shall see to data communication between the 11 municipalities can be used to operate joint ICT systems including seeing to current tasks with connection to the Internet, the Norwegian Tax Administration, Norsk Helsenett, NAV, payment services and other external systems.
Tenderers shall describe a secure system in accordance with the Norwegian Data Protection Authority's guidelines.

1) Hire of data communication from municipal centres in the municipalities who are participating in the contract and to a central hub in SySIKT's computer centre in Førde. The service provider must be able to provide a minimum of 100 mb band width from each municipal centre.2) Joint output to the Internet from a joint hub in SySIKT's computer centre.The service provider must be able to provide a minimum of 200 MB Internet access in the joint hub in SySIKT's computer centre.3) In addition it will be relevant, to a varying degree, to hire communication internally between municipal buildings in one municipality.4) It will also be relevant, to a varying degree, to hire Internet access in different municipal buildings in each municipality.5) It could also be relevant to expand the running time guarantees and stand-by beyond normal working hours for some of the communication.6) Tenderers must be able of provide a redundant system on lines in to the joint hub in to SySIKT's backup computer centre.7) We would like a price for 2 systems— 1: Where the tenderer only provides lines, and where we (the contracting authority) have separate firewalls in the locations. But the service provider must be able to provide some services, cf. points 1.6 above.— 2: Where the tenderer provides vlan straight from external locations to the computer centre and where the tenderer handles security and routing.There will be a 3 year contract with an option for 1 year.

Vilkår for deltakelse
Egnethet til å utøve yrkesvirksomheten:
1. A certificate is required for VAT.
2. A tax certificate is required.
3. A self-declaration on HSE is required.
4. A declaration is required that confirms compliance with the terms in the regulations from 2008 no. 112 on wage and work terms in public contracts.
Økonomisk og finansiell stilling:
The contracting authority will obtain information on the service provider's economic and financial capacity via Proff Forvalt credit information company. It is therefore not necessary to submit this information. (All companies that have submitted their accounts to the Brønnøysund Register Centre will be registered in Proff Forvalt). Tenderers are asked to check whether such information is available in Proff (www.forvalt.no).

A minimum character of ‘satisfactory’ is required within 2 of the following criteria: liquidity, profitability and solidity, as described in Proff Forvalt's rating. Service providers who have not submitted their accounts to the Brønnøysund Register Centre, and are thus not registered in Proff Forvalt, or who do not fulfil the character requirement, can prove their economic and financial capacity with bank/parent company guarantees, relevant liability insurance and/or extracts from the annual accounts.

The contracting authority will see bank/parent company guarantees or relevant liability insurance as appropriate, if the documentation covers the contracting authority's financial risk if the service provider does not have the economic and financial capacity to fulfil the contract. A description of the contract, date of execution, contract extent in monetary terms, a certificate or description from the recipient, name/telephone number of a reference person at the contracting authority (the contracting authority is authorised to contact the reference person).
