REQUIREMENT 1 — Tax certificates

The tenderer's tax affairs shall be in order in relation to payment of tax and VAT.

Documentation requirement:

— Tax and VAT certificates.

Certificate for tax and a VAT certificate for paid fees, issued either by the local tax office or the tax collection office where the tenderer's head office is located. The certiifcate can be obtained from Altinn.no.

The certificates shall not be older than 6 months, from expiry of the tender deadline.

— Norwegian tenderers who are not VAT obliged must provide confirmation of this from the tax authorities.

— Foreign service providers must provide certificates from equivalent authorities to the Norwegian authorities.

Requirement 2 — HSE self-declaration.

The tenderer shall have a functioning HSE system.

— Completed HSE self-declaration. The HSE self-declaration shall be signed by the general manager and a representative for the employees.

Requirement 3 — Company Registration Certificate

The tenderer shall be a legally established company

— Norwegian companies: Company Registration Certificate.

— Foreign companies: Proof that the company is registered in a trade or business register as prescribed by the law of the country in which the service provider is established.

For use of sub-contractor(s), deliver documentation showing that the sub-contract(s) also fulfil the qualification requirements above (requirement 1-3).

Økonomisk og finansiell stilling:

Requirement 4 — Finances

The contractor is required to be financially solvent, which gives the contracting authority the security that the contractor will be financially viable throughout the period of the agreement.

The credit worthiness that will form the basis for qualification for this contest is risk classification 6 (good credit rating) in accordance to the Commercial Delphi score model. Contractors with a lower rating will be rejected.

Documentation requirement:

— The contracting authority will obtain an extended report from Experian Credit Services. The report contains the auditor's report, negative payment remarks, accounts and rating history, and shall be based on the last known accounting figures. The extended report from the Norwegian company will be assessed for Norwegian companies that submit a tender on behalf of a foreign company.

Teknisk og faglig kapasitet:

Requirement 5 — Implementation ability

It is required that the tenderer has an organisation that has the capacity to carry out under the contract.

Documentation requirement:

— Report on the tenderer's average workforce during the last 3 years (divided into the contract's main fields of activity).

— Organisation plan for the assignment which shows the offered personnel in the different key position i.e. managers, HSE personnel, foremen etc. in the assignment.

Requirement 6 — Experience

Very good experience from equivalent contracts is required. By equivalent contracts, we mean a building mass equivalent to a municipality with schools, nursery schools, nursing homes, office buildings etc.

The company shall have satisfactory technical and professional qualification in the contract's main field of work:

— joiner discipline

— painter discipline

— wall-papering discipline

— List of the most important deliveries or services performed during the past 5 years, including information about the value, time, and the name of the public or private recipients with contact information for any references.

Requirement 7 — Quality management system

A good and well-functioning quality management system is required for the requested services

The concept quality management system means that the tenderer has a consciousness in relation to e.g. quality objectives, planning, securing, treatment of non-conformance and quality improvement

— Account of the tenderer's quality management system

Requirement 8 — Environmental management system

Systems and procedures are required that ensure low environmental impact when performing the delivery.

The environmental management system must i.a. ensure continual improvement of:

— The organisation's competence in environment and safety

— the service's climate effect

— An account of the tenderer's environmental management system.

Requirement 9 — Apprenticeship scheme

The tenderer shall be affiliated with a publicly certified apprenticeship scheme.

— Documentation showing that the tenderer is affiliated with a publicly certified apprenticeship scheme.

Kontraktutførelse
Innskudd og garantier som kreves:

The tenderer shall as collateral for their contract obligations according to the framework agreement and awarded assignments, provide a combined bank guarantee of 500 000 NOK. For a more detailed description of the collateral, see the tender documentation's Annex 3, Contract draft.
