Statens vegvesen Region Øst (The Norwegian Public Roads Administration, Region East)

Repair of County road 255 between Graupe and Massingdalen in Nord-Fron municipality, as well as the construction of an approximately 250 metre long tunnel, including a portal building. The road is located in a side steep terrain and has settling damages and a poor superstructure. The road repair applies to an approximately 2 km long section. The project shall be implemented based on drafts, and VIPS (mark-out data) will be given when the contract is entered into.

Vilkår for deltakelse
Egnethet til å utøve yrkesvirksomheten:
A HSE self-declaration shall be enclosed with the tender.
Tax and VAT certificates, not older than 6 months, shall be enclosed with the tender.
If the tenderer is a working partnership (supplier consortium), a declaration of joint and several liability to the builder and third-parties must be enclosed with the tender. Furthermore, a statement should be given for the business form and the composition of the working partnership, including the participants' organisation numbers.

Økonomisk og finansiell stilling:
Tenderers are required to have positive equity. If the tenderer is a working partnership (supplier consortium), the requirements apply for each of the participants.
Documentation of equity is to be submitted the tender.
Documentation of any significant changes to the tenderer's equity and solvency compared to the last accounts audit must accompany the tender.
Teknisk og faglig kapasitet:
It is a general requirement that the tenderer is qualified to carry out the work offered. The tenderer must have the necessary expertise and experience, technically, professionally, in organisational terms and administratively.
Information on the tenderer shall be given in the response form in section E2. It is important for assessment that the information and documentation is correct and complete.
Tenderers who are recently established companies and consequently, cannot submit references, must be particularly careful to demonstrate that they have the ability to carry out the contract. The tenderer shall report their company formation and employee expertise. Planned organisation for the assignment and CV s for the key personnel in the project organisation are extremely important. This also applies for companies that merge or are acquired by another company during the tendering process.

The tenderer shall have experience from work of the same nature and degree of difficulty. Information on such shall be attached with the tender.
NPRA and other builders' experiences with the tenderer will be appraised
The tenderer is required to show references to relevant contracts that they themselves have carried out in a satisfactory manner. Information about contracts the tenderer has had in the last few years, with names of references at the contracting authority, shall accompany the tender.

Kontraktutførelse
Innskudd og garantier som kreves:
Guarantees shall be furnished by a bank, insurance company or other financial institutions, approved by the builder. Accepted guarantee includes the guarantee amount placed in suspense account with benefit of the builder. Interest accrues to the contractor.

For working partnerships, guarantees shall be provided on behalf of the working partnership, not the individual participating companies.
The tenderer shall provide the builder with documentation of the collateral contract before the start of work and not later than 28 days after the contract is signed.
