Riksrevisjonen's storage systems and physical servers that are connected to our VMware-environment are ready to be replaced.
Riksrevisjonen would, thus, like to procure a converged, possibly hyper converged system, which shall replace the current system.
The current environment consists of two computer rooms in the Oslo region, the main office in Pilestredet 42 and a stand-by location situated in Østre Akers vei.
This enquiry is for the procurement and maintenance of a converged/hyper converged system for 2 locations, as well as for supplementary procurements in the contract period. These 2 locations shall be a part of a total system, which shall also be used in a stand-by situation.
Riksrevisjonen shall move their main office from Pilestredet 42 to Storgaten 16 in Oslo in the autumn of 2016. Assistance and solution proposals shall be offered for an easy move as possible of the offered system to our premises in 2016.

The supplier must be a legally established company, documented by a company registration certificate. Foreign companies: Proof that the company is registered in a trade register or business register as prescribed by the law of the country where the supplier is established.

The supplier shall have his tax and VAT payments in order, documented by a tax and VAT certificate.

The tenderer must have a functioning HSE system.

Background

RR shall procure a converged system for, amongst other things, operation of a virtual environment and storage. This is a major investment. The contract will, as a starting point, be a procurement contract, with accompanying maintenance. We would like the system to be scaleable for our needs for a minimum of 5 years. This means that the contract will also include supplementary procurements for a period. This means that the contract can be classified as a framework agreement.

Assessment

FOA § 6-1(4) states

(4) Framework agreements cannot be entered into for more than 4 years, with the exception of cases which are particularly justified based on the framework agreement's object.

Based on the specifications, the system shall be scaleable, for up to 5 years, up to double performance as regards to what was initially procured. This means quite significant additional procurements in the period. It is probable that the additional procurements must be made from the same supplier who delivered the initial equipment, both for proprietary reasons and due to the service and maintenance terms. There are different systems on the market that cover our need, but several of them only have one supplier in Norway. This means that additional procurements must be made from the same supplier. Furthermore, it is often a term for the service and maintenance contracts that the supplier has a complete overview of the content and configuration, and that they are the only company that carries out maintenance on the system. The consequence of this is that we are bound ot the supplier in the period if the guarantee and SLA terms shall apply.

The investment in this new operational environment is large and it will have an expected lifetime of more than 4 years. In order to make use of the investment, it is therefore necessary to have the option for supplementary procurements, additional components and storage for as long as possible.

When seen in relation to the size of the investment, the expected lifetime is longer than 4 years, additional procurements and the provision of maintenance are proprietary, based on the contract's object, a longer contract length than 4 years is justified.
