Consulting services: concept development for the municipality's building and services (school and office)

Bærum kommune (Bærum municipality)

Bærum kommune shall enter into agreement with one tenderer who shall assist the municipality to develop concepts for the municipality's school and office buildings with associated services. The procurement comprises also school and office building where co-location is beneficial.
The main purpose of the procurement is to reduce area use and investment and operational costs, at the same time as the effectiveness of the service locations increases and the quality is maintained.
The tenderer shall evaluate service design and construction in relation to best be able to meet these goals. The tenderer shall propose measures in service design as well as develop standardised concepts for construction that can be utilised directly in the construction program. In addition, the tenderer shall make suggestions for changes and adjustments in the existing building stock.

Phase three of the assignment consists of implementation/adjustment of the concepts in individual projects. The duration of this phase is 2 years. The Contracting Authority has an option to extend the agreement with 1 year + 1 year.

Documentation: Company Registration Certificate.

Økonomisk og finansiell stilling:

Requirement: The tenderer is required to be financially solvent, which gives the contracting authority the security that the tenderer will be financially viable throughout the period of the agreement.

Documentation: Extended credit rating/report, not older than 3 months, from a publicly certified credit company, which includes a credit rating of the tenderer — typically provided by a letter or brief text, as well as an explanation of this. The report shall be based on the last known accounting figures. The date must be clear.

Teknisk og faglig kapasitet:

Requirement: The tenderer is required to have an organisation that has the capacity to execute the contract.

Documentation: A description of the tenderer's personnel that the tenderer has at their disposal to fulfil the contract, regardless of whether they belong to the company or not.

— Organisation chart, as well as a description of how the tenderer will ensure access to qualified personnel.

Requirement: The tenderer shall have good experience from comparable assignments in service design and concept development of construction.

Documentation: List of the most important deliveries or services performed during the past 3 years, including information about the value, time, and the name of the public or private recipients with contact information for possible reference collection.
