The Research Council of Norway c/o OG21 invites tenderers to an open tender contest for a contract for consultancy services for OG21 in 2015, see the notice in Doffin/TED.
The services shall give a foundation and documentation for three theme-projects that OG21 will carry out in 2015:
1. Evaluation of cost reducing technologies for the Norwegian continental shelf.
2. Technology and competence need for field development at 74 degrees N in the Norwegian part of the Barents Sea.
3. Competence and technology development effects of the activity reduction on the Norwegian continental shelf.

Beskrivelse av opsjoner:
Attention is drawn to the fact that OG21 is in the process of obtaining resources for the theme-projects. A consequence of this is that the project on the effects of the activity reduction can either be postponed or cancelled, and we request therefore that the services for theme-project 3 are described and priced as an option in the tender.

Vilkår for deltakelse
Egnethet til å utøve yrkesvirksomheten:
1) The service provider shall be a legally established company. Documentation requirement for Norwegian companies: Company registration certificate.
Foreign companies: Documentation proving that the company is registered in a trade or business register as prescribed by the law of the country where the service provider is established.

Økonomisk og finansiell stilling:
1) The service provider must have sufficient financial capacity to be able to fulfil the contract obligations.
Documented by: A credit evaluation/rating not older than one year, based on the last known fiscal figures. The rating shall be carried out by an officially certified credit rating institution. The Research Council of Norway also wishes to be able to obtain its own credit assessment where appropriate.

2) Service providers shall have the tax and VAT payments in order, documented by a tax certificate and a VAT certificate (certificate for paid VAT).
Businesses can order tax and VAT certificate from the same place. You can either apply to your local tax collection office or to the tax office. The certificates should not be older than six months calculated from the tender deadline. See www.skatteetaten.no

Teknisk og faglig kapasitet:
1) Service providers must have:
Very good implementation ability and the capacity to carry out the requested services.
2) A good and effective quality assurance system is required.
Documented by:
A brief description of the service provider's implementation ability (for relevant/comparable assignments) and capacity shall be enclosed and an account of the company's quality assurance routines.
3) The service provider must have a functioning HSE system. Documented by a signed HSE self-declaration.
4) Service providers must have legally impartial personnel.
Documented by an account of whether the service provider has legally impartial personnel in accordance with the Research Council of Norway's general provisions for legal capacity and trust. See the document ‘Provisions on legal capacity and trust’ on www.forskningsradet.no/habilitet
