Hvaler kommune (Hvaler municipality)

Hvaler municipal council has decided implementation of the works on adaptation of a pathway/foot and cycle path on the section Stokken at the Puttesund Bridge to Åsebu at Asmaløy. In relation to a development plan, the decision implies that the Chief Municipal Executive implements a plan process for the regulation of the necessary areas on the above mentioned section, in such a way that the development can be executed.
Due to resource considerations, Hvaler municipality wishes to invite tenderers to submit tenders to a public tender process regarding the implementation of the development plan works. Hvaler municipality c/o the Area and Building matters Agency will however work closely with a consultant regarding the implementation of the development plan process. Formally, Hvaler municipality shall be the proposer of a development plan proposal which shall be subject to public inquiry.
The contracting authority shall contribute to:
— The co-ordination of the development process towards important goals for Hvaler municipality's society development, e.g. facilitating experience based activities, facilitating public health services, access to cultural monument areas and general traffic safety, as well as other considerations stated in the land-use part of the municipal master plan, as well as other municipal plans.
— Hvaler municipality' map client is available to the tenderer, where it i.a. has been created a separate system for implementing detailed analyses of important conditions on the defined section.

Tender for sections no. two and no. three (unclarified in relation to implementation)
The bullet points listed below are unclarified in relation to implementation, but the contracting authority also requests quotations with a view to a decision regarding implementation.
— A development plan process up until a complete plan proposal for the section Bratte bakke to Dypedalsåsen. The total length of the section is approx. 1.8 km.
— An assessment of the requirement for an environmental impact assessment (KU), and the preparation of a plan programme and KU must be included as a part of the tender.
— A development plan process up until a complete plan proposal for the section Dypedalsåsen to Åsebu at Asmaløy. The total length of the section is approx. 2.7 km.
Plan process (alternative no. 2);
In this alternative Hvaler municipality requests that a continuous plan process is implemented for the entire section from Puttesundbrua to Åsebu at Asmaløy.

Documentation: A self-declaration regarding ethical requirements shall be submitted. The form in Appendix 2 can be used.
d) The tenderer shall be a legally established company.
