The evaluation assignment also includes questions in relation to use of Holsfjorden as a new water source and equivalent for why Anglia as a source are eliminated from the transfer systems and the requirements connected to the new water treatment plant The additional evaluations are expected to be in progress mostly during 2016.

Vilkår for deltakelse
Egnethet til å utøve yrkesvirksomheten:
— The tenderer shall have a good record regarding tax and VAT payments.
— The tenderer shall meet the requirements of Norwegian legislation with regard to health, safety and the environment (HSE).
— The service provider must be a legally established company.
Documentation requirement:
— Tax Certificate for tax and VAT respectively, not more than 6 months old. The certificates can be obtained from the local tax collection office or the tax office.
— Foreign service providers must provide certificates from equivalent authorities to the Norwegian authorities.
— A HSE self-declaration filled in and signed.
— Norwegian companies: Company Registration Certificate.
— Foreign companies: Proof that the company is registered in a trade index or business register as prescribed by the law of the country in which the service provider is established.
Økonomisk og finansiell stilling:
— The service provider must have sufficient financial capacity to implement the assignment/contract.
Documentation requirement:
— The company's last annual Financial Statement including notes, the Board's Annual Reports and Audit Reports, as well as new information of relevance to the company's fiscal numbers.

— Credit evaluation/rating, not older than 3 months, based on the last known accounting figures. The entire credit evaluation report must be supplied and it must contain key figures for the last 3 financial years. A credit assessment/rating should be carried out by an officially approved credit evaluation institution.

Teknisk og faglig kapasitet:
— In connection with this, good knowledge from large Water and Sewage plants, rock facilities as well as planning and evaluation works is required. Relevant experience from similar assignments — Competence from impact study work and the level of evaluation works in this part of the planning stage, will be emphasised.

— The service provider shall have sufficient capacity and execution capabilities.
— The service provider shall have a well-functioning quality assurance system for the services that will be provided.
Documentation requirement:
An overview of relevant assignments which meets the required qualification requirements, shall be stated.
The overview shall be prioritised in such a way that the most relevant project is listed first. It shall be informed when the assignment was executed, who was responsible for the execution at the awarding authority, the total resource contribution, and possibly the value of the assignment. A contact person shall be stated for each of the relevant projects.

A statement of the service providers average workforce and number of employees in the administration during the previous 3 years, as well as an overview of the number of persons who cover the relevant discipline.
VAV may emphasis own experience with the service provider in connection with assessment of the implementation ability.
The service provider shall give an account of the quality assurance system that will be used for the contract work in question. The account shall describe the system's main elements that are relevant for this contract and it shall give an overview (table of contents) that shows the system in it's entirety.

If the service provider's quality assurance system is certified in accordance with ISO9001 or other standard, it is sufficient to enclose the certificate.
