Consultancy services for evaluator/analytical assignments for Drammen municipality

Drammen kommune (Drammen municipality)

Drammen municipality shall enter into parallel framework agreements for the purchase of consultancy services in connection with evaluation of projects Drammen municipality was responsible for and has implemented. The consultancy services shall be provided for all services areas that Drammen municipality are responsible for.
Use of resources may be related to individual assignments or as a full time consultant job over defined period.
The assignments subject to evaluations can be projects, services and organisational entities. The list is not exhaustive.
The purpose of the consultancy service is to get external environments to evaluate the degree of goal achievements for these type of projects, as well as identify factors that have encouraged or restrained the goal achievement. The analyses shall indicate if the projects have achieved the requested effect.
The assignment will include i.a. implementation of evaluations, needs assessments, mapping, impact assessments, professional development work and knowledge capture. The contracting authority requires evaluators involved in research and consultancy environments, either as individual assignments or as combination/cooperation assignments.

Beskrivelse av opsjoner:

The contract period is 2 years, with option for the contracting authority to prolong the contract with 1+1 year. The total maximum agreement period is 4 years.

Egnethet til å utøve yrkesvirksomheten:

Certificate for tax and VAT. Requirement: tenderer must comply with tax laws and regulations. The tenderer is required to submit a certificate for tax and VAT. The certificate shall not be older than six months, from the tender deadline. Documentation for this must be submitted with the tender in the form of a certificate for paid tax and VAT issued by either the Tax Collector or Tax Office.

Økonomisk og finansiell stilling:

Credit rating Requirement: Tenderers are required to financial solidity with a minimum rating of A in accordance with an assessment made by the credit information agency Bisnode CreditPro AS. Companies that cannot be credit rated shall document accounting figures that show good credit worthiness and sufficient financial ability to fulfil the contract. Documentation: proof that the stated requirements are met: The Contracting Authority obtains credit reports through the web-based credit information system Bisnode CreditPro. The report contains, amongst other things, the auditor's report, negative payment remarks, accounts and rating history, and it shall be based on the last known accounting figures. If the tenderer cannot be credit rated, approved accounting figures from the last two years shall be enclosed with the tender.

The tenderer shall be a legally established company. Requirement: Documentation thereof must be submitted the tender in the form of a Company Registration Certificate not older than six months from the deadline for receipt of tenders. Foreign companies can instead enclose an equivalent certificate as legislated by the country where the tenderer is registered as a company.

Teknisk og faglig kapasitet:

The tenderer shall be a professional service provider and have an extensive portfolio in relation to various type of elucidations, evaluations and analytical assignments in the public sector. This shall be substantiated by a description of the tenderer's competence areas and an organisation plan. The tenderer shall also enclose a list of four relevant and important assignments the previous three years. The list shall contain name of customers, contact persons, telephone numbers, the assignments' nature, scopes and values. References will be contacted if necessary.
