The project Ocean Space Centre is a planned extension and upgrade of the Marine Technology Centre at Tyholt in Trondheim. The centre is mainly currently owned by NTNU and it consists of MARINTEK and Norwegian Technology of Science and Technology (NTNU) c/o the Institute for Marine Technology (IMT).
The project has been under review since 2008. A choice of concept review (KVU) was carried out in 2011, which was quality assured by Metier and Møreforskning Molde in 2012 and 2013. A decision was made after this to continue with D-flex and an 0+ alternative, as well as further reviewing the alternative D-flex.
There is a need for further analyses of the D-flex alternative's feasibility and costs connected to its operation. NTNU and Marintek have also prepared an alternative concept, which must be further reviewed. This must also be updated and comparable analyses of the 0+ alternative. A detailed and cost calculation shall be made for the three alternatives, as well as a socio-economic cost calculation. Analyses and finds from the previous KVU and KS1 shall, to the degree it is possible, be continued, but they ought to be updated where necessary.

The framework for the assignment is the preparation of a total delivery of an adapted choice of concept review (KVU) from tenderers in accordance with the Ministry of Finance's scheme for quality assurance of major government investments. The KVU shall be designed in accordance with the prerequisites and chapter structure for KS1, which resulted from the Ministry of Finance's framework agreement from September 2015 for quality assurance of the choice of concept, as well as the governing documents and cost estimate for the chosen project alternative.At the present time, the assignment is estimated to have a value of 2-3 000 000 NOK excluding VAT. This is only an estimate and is not binding for the contracting authority.The consultant must in addition reckon on presenting the report to the Ministry of Trade, Industry and Fisheries twice, with the provisional results before the assignment has been completed and then with the final results when the KVU is handed over to the Ministry.Length:The assignment will start immediately after the contract has been signed and it will have an expected length of approx. 5-6 months.The final report shall be handed over to the contracting authority by 1.8.2016.
