The aim of the procurement is to cover the contracting authority's need for external assistance for development and renewal, mainly within ICT. There will be a need for assistance within the following 5 sub areas:
1. Programme and project management.
2. System development.
3. Usability.
4. Architecture.
5. Test.
There is a need for professional, advisory and strategic competence. Recognised methodology shall generally be used in the execution of the work, such as scrum, ITIL etc., and documentation is required for the work that will be carried out. The information that is managed by the legal sector is sensitive and critical for socity, which means that there are strict security requirements.
In the qualification documentation the contracting authority gives a general description of what the sub areas include.

Beskrivelse av opsjoner:

The contracting authority has the option to extend the contract on the same terms for 1+1 year so that the total possible length of the contract is 4 years. Each assignment party, see point I.4 above, can independently choose whether they want to take up the option or not.

Teknisk og faglig kapasitet:

1. Interested parties shall enclose a list of the 4 most relevant assignments/framework agreements in the last 3 years for each of the areas the party would like to participate in.

2. Interested parties shall state their capacity and what competence they can offer for each of the areas they would like to participate in.

3. Interested parties shall document that they will be able to provide the necessary resources, e.g. by presenting a binding statement.

4. If the interested party is certified in accordance with internationally recognised standards for quality assurance/control, it is sufficient to attach a copy of the issued certificate.

If the interested party is not certified, the documentation must, at a minimum, include the procedures/routines for:

— handling deviations and claims,

— approval of sub-suppliers.

Minste nivå(er) av standarder:

1. Interested parties shall have experience from equivalent (see the qualification documentation points 1.5.1 - 1.5.5 in particular) assignments/framework agreements for the area(s) the party would like to participate in.

2: Interested parties shall have sufficient capacity and competence to carry out the assignments that are awarded under this framework agreement. What will be deemed as sufficient will vary depending on the sub-area.

3: The interested parties shall have established connections with any sub-suppliers/collaboration partners. If the interested party uses another company's capacity in this way to fulfil the contract, documentation shall be provided that proves that the interested party has control over the necessary resources, cf. the FOA § 17-9 (2).

4. Interested parties shall, at a minimum, have procedures/routines for:

— Handling deviations and claims,

— Approval of sub-suppliers.

The contracting authority will, based on an assessment of the received enquiries, invite a minimum of 5 of the interested tenderers who best fulfil the qualification requirements per sub-area to submit a tender. The contracting authority reserves the right to qualify the interested party for one or several sub-areas in the procurement. This depends on the result of the evaluation of the qualification requirements.

Qualification requirements 1 and 2 in the qualification documentation point 4.3 are selection criteria. These will be assessed as fulfilled/not fulfilled first. If they are assessed to be fulfilled, a qualitative assessment of these two selection criteria will be carried out.

The total contract value and for each lot it is the same value that was stated in the publication of the procurement. Five parallel framework agreements for each lot have been entered into and the call-offs shall be implemented by using mini-competitions among the providers under the framework agreements. At present it is therefore impossible to estimate the exact values of the contracts. Lot 2 has different weightings of the award criteria than the other lots. The weightings here are Price 60 % and Quality 40 %. Consultany services in the call-offs for this framework agreement shall mainly be carried out in Oslo (Majorstua). There can be, however, and it must be expected, call-offs for consultancy services that must be carried out in other parts of the country.
