A risk assessment shall be carried out in connection with the evaluation of the concept alternatives in the impact assessment of a new water supply in Oslo. A new risk assessment together with new stand-by evaluations shall form the basis for the Principal Plan water.

— The tenderer shall have a good record regarding tax and VAT payments.

— The tenderer shall meet the requirements of Norwegian legislation with regard to health, safety and the environment (HSE).

— The supplier must be a legally established company.

Documentation:

— Tax Certificate for tax and VAT respectively, not more than 6 months old. The certificates can be obtained from the local tax collection office or the tax office.

— Foreign service providers must provide certificates from equivalent authorities to the Norwegian authorities.

— A HSE self-declaration filled in and signed.

— Norwegian companies: Company Registration Certificate.

— Foreign companies: Proof that the company is registered in a trade index or business register as prescribed by the law of the country in which the service provider is established.

Økonomisk og finansiell stilling:

— The service provider must have sufficient financial capacity to implement the assignment/contract.

Documentation:

— The company's last annual financial statement including notes, the board's annual reports and audit reports, as well as new information of relevance to the company's fiscal numbers.

— Credit evaluation/rating, not older than 3 months, based on the last known accounting figures. The entire credit evaluation report must be supplied and it must contain key figures for the last 3 financial years. A credit assessment/rating should be carried out by an officially approved credit evaluation institution.

Teknisk og faglig kapasitet:

— Good knowledge of risk assessment and relevant experience from corresponding assignments, including planning and engineering design of Water and Sewage plants, as well as structures in larger rock facilities.

— The service provider shall have sufficient capacity and execution capabilities.

— The service provider shall have a well-functioning quality assurance system for the services that will be provided.

Documentation:

An overview of executed risk assessments with relevance to this assignment, shall be stated. The overviews shall be prioritised in such a way that the most relevant project is listed first. It shall be stated when the assessment was prepared, who is responsible for the execution at the contracting authority, as well as the total resource input/possibly the value of the assignment. A contact person shall be given for each of the relevant projects.

A statement of the service provider's average workforce and the number of employees in the administrative management during the last 3 years.

VAV may emphasise own experience with the service provider in connection with assessment of implementation ability.

The service provider shall give an account of the quality assurance system which will be used for the contract work in question. The account shall describe the system's main elements that are relevant for this contract and it shall give an overview (table of contents) that shows the system in it's entirety.

If the service provider's quality assurance system is certified in accordance with ISO9001 or other standard, it is sufficient to enclose the certificate.
