The Research Council of Norway, c/o the Innovation Division at the User-driven Research based Innovation (BIA) programme, invites tenderers to participate in an open tender contest. The objective of the tender contest is to enter into a framework agreement on Consultancy service for industry-oriented R&D Material Technology. The extent of the consultancy service will vary from year to year, dependent on allocations and portfolio of applications, as well as initiated projects under the BIA and other relevant programmes. It is also dependent on how the Research Council of Norway will organise future focuses on material technology. The extent will be agreed upon, one year at a time. The first year, the requirement for external consultancy service is estimated to approx. 1/2 -2/3 man-labour year.

Egnethet til å utøve yrkesvirksomheten:
1) The tenderer shall be a legally established company.
Documentation requirement:
Norwegian companies: Company registration certificate.
Foreign companies: Documentation proving that the company is registered in a trade or business register as prescribed by the law of the country where the company is established
2) The tenderer must offer a competent person
Doumented by an account of whether the tenderer has competent personnel in accordance with the Research Council of Norway's general provisions on legal competence and trust. 3) The tenderer must have a functioning HSE system.

Økonomisk og finansiell stilling:
1) The tenderer must have sufficient financial capacity to comply with the contractual obligations.
Documented with a credit evaluation/rating not older than one year and which is based on the last known accounting figures. The rating shall be carried out by an officially certified credit rating institution. The Research Council of Norway also wishes to obtain own credit assessments where appropriate.

The tenderer shall have tax and VAT payments in order.
To be substantiated by tax and VAT certificates (certificate showing paid tax and VAT)
Businesses can order tax and VAT certificates from the one place. The tenderer can either apply to the local tax collection office or tax office. The certificates should not be older than six months from the tender deadline. See www.skatteetaten.no
Foreign tenderers must provide certificates from equivalent authorities to the Norwegian authorities.

1) The tenderer must have very good implementation ability and capacity to carry out the requested services
