Consultancy service in connection with administration and development of Cognos (BI/Data warehouse system), budgeting and reporting system in Statsbygg

In connection with the ICT system for budgeting and reporting (internally referred to as ‘Cognos’), Statsbygg requests tenders for consultancy services for the following areas:
1. Administration of existing components and tools in the Cognos system;
2. Development of a new functionality in the Cognos system;
3. Assistance in connection with operation of existing and future components in the system;
4. General technical and commercial consultancy related to the Cognos system.
Tenderers are invited to submit tenders for the following lots:
— Data warehouse + Cognos BI system; and
— Cognos TM1.
For both lots all of the above listed points shall be covered. See also the tender documents for further description.

Egnethet til å utøve yrkesvirksomheten:

Qualification requirement: the tenderer is required to have a legally established business.

Documentation requirement: Company registration certificate: foreign companies are required to have an equivalent certificate as prescribed by the laws of the country where the company is registered, alternatively StartBANK ID.

Økonomisk og finansiell stilling:

Qualification requirement: Tenderers are required to have satisfactory financial implementation ability.

The extent of the turnover will also be emphasised.

Documentation requirement: the tenderer shall present a Credit rating report from a publicly approved credit rating agency. The report shall not be more than six months from the deadline for receipt of tenders.

Statsbygg reserves the right to carry out a credit rating of all tenderers.

Teknisk og faglig kapasitet:

Qualification requirement 1: the tenderer is required to have sufficient experience from assignments with transferable value.

Documentation requirement 1: a description shall be provided, of approx. 1 A4 page per project, for up to three reference projects with a transferable value, with information on, amongst other things:

— the name of the project;

— contracting authority;

— The assignment's contract value excluding VAT;

— the firm's assignments/role in the project;

— the start-up date and completion date (year) / if not completed — where one is in the project;

— in what phases the assignment was carried out.

Qualification requirement 2: Tenderers must have a secure implementation ability.

Documentation requirement 2: overview of number of employees in the company, divided in position categories and competence field relevant to this procurement (Cognos BI system, Data warehouse and Cognos TM1, or equivalent systems).

Kontraktutførelse
Andre særlige vilkår:

Option for submitting tenders for lots. Tenders can be submitted for the following lots: data warehouse/Cognos BI system and Cognos TM1. The requirements are relevant, including lots. If relevant, tenderers should cross off for lots being submitted in the tender form.

Statsbygg wishes to award contract to 1 or several providers who shall deliver all of the computer systems listed above, including consultancy services.

If procurements are made through separate contracts with several suppliers, Statsbygg reserves the right to appoint the supplier of data warehouse/Cognos B system as a main supplier.

The remaining contracts will be sub deliveries transferred to the main supplier. The main supplier's contract with Statsbygg will therefore be extended in the same way as the transferred contracts.
