Enova SF

Enova SF would like to enter into a framework agreement with a service provider with expertise and broad experience from PR and community contact. The service provider shall be a good professional sparring partner for Enova, as well as being concerned with the further development of the discipline in cooperation with Enova's communication employees.
Enova currently solves a number of communication assignments through its own resources, but would like to have greater operational capacity via this procurement for PR and community contact. Enova would like the provision of agency services within consultancy and operational assistance with:
— PR in sales campaigns and profile campaigns;
— Creating messages and agendas in public;
— Communication in digital, social and printed media;
— Mapping interested parties and message development;
— Evaluation and documentation of results;
— Competence in narratives with living pictures (plan, implementation, effect).
Enova already has a framework agreement with a service provider for strategic communication consultancy services and would, in addition to this, like to enter into a framework agreement with a PR agency.
The PR agency must, in addition to having very good competence within PR and communication, have good knowledge of energy and climate as well as good knowledge of relevant actors. Service providers must be able to combine these competencies so that they give good total results. The PR and community contact work shall contribute to positioning Enova and to getting more people to take up our offers. Enova work is aimed at interested groups, a broad spectrum of public and private market actors and at private households.
Total communication systems are decisive for Enova achieving its aims, and close cooperation is expected with Enova's communication employees and other service providers within communication.

— Confirmation that the tenderer is registered in a trade register or company register in accordance with the law in the country where the tenderer is established.
Økonomisk og finansiell stilling:
Requirement:
The tenderer shall have sufficient financial strength to be able to comply with the contractual obligations.
Documentation:
The tenderer's annual accounts including notes with the Board's and the auditor's reports from the last 2 years.
If the Annual Financial Statements for the previous year are not finished before the tender deadline for this contest expires, the previous year's Annual Financial Statements should also be attached.
The Contracting Authority reserves the right to carry out a credit assessment itself. Financial strength is evaluated in relation to turnover, operating profit margin, solidity and liquidity.
Teknisk og faglig kapasitet:
Requirement:
The tenderer must have adequate implementation ability.
Documentation:
A short, overall description of the company shall be given, including:
— An account of the company's business concept and core competencies related to the scope of the delivery.
— An overview of the company's history, organisation and ownership, as well as a description of the current business.
— Description of how the tenderer is organised for the implementation of this contract.
— A concise description of the overall quality assurance system that the service provider will use for carrying out this contract.
The description must document that the service provider/PR agency is capable of fulfilling the contract for Enova.
The service provider shall have good experience from equivalent assignments.
A brief description shall be given of a minimum of 3 major communication projects during the last 3 years, which in total cover the following areas:
— PR in sales campaigns and profile campaigns;
— Creating messages and agendas in public;
— Communication in digital, social and printed media;
— Mapping interested parties and message development;
— Evaluation and documentation of results.
Additional elements such as the use of networks and the use of new tools/technologies will be emphasised in the assessment.
Information shall be provided on:
— date of execution;
— scope of delivery in monetary amount;
— confirmed certificate or a description from a recipient;
— name and telephone number of reference persons at the contracting authority.
The contracting authority shall be able to contact the listed reference persons.

Objektive utvelgelseskriterier:
If there are a sufficient number of qualified service providers who fulfil the qualification requirements, the number of participants who will be invited to submit a tender will be limited to a minimum of 3 and a maximum of 5. The selection will be based on which tenderers are deemed to be the best qualified in accordance with the listed qualification requirements.
