The EU and USA are negotiating a trade and investment agreement (Transatlantic Trade and Investment Partnership, TTIP). The Ministry of Trade, Industry and Fisheries published a report in April 2014 on TTIP and possible consequences for Norway. There is now a need for a new report, based on updated information on the negotiations and analysis of the consequences of different policy options for Norway in light of a possible TTIP-agreement. The government will therefore obtain an external report on the consequences for Norway of a TTIP-agreement, as well as the consequences of different policy options for Norway. The report shall contribute to a fact based debate on TTIP and Norway, and provide the government with the best possible basis for deciding how Norway should deal with a future TTIP-agreement. Based on different choices that Norway can make to deal with a TTIP agreement, the aim of the review is to analyse: — General socio-economic consequences of a TTIP agreement for Norway. — Consequences for Norwegian business interests in the EU and USA and consequences for important national industries. — How a TTIP-agreement can affect Norway's policy space in important areas, including regulatory cooperation through the EEA agreement and implications for Norwegian foreign and political trade interests (for example in the WTO and EFTA). The report shall be in Norwegian, but is shall include a summary of the most important finds in both Norwegian and English. The contracting authority expects the tenderer to be available for discussions and a presentation of recommendations and the provisional results during the project.
