Competitive tendering of flight control services

Norwegian authorities are bound to ensure that flight control services are deliver in Norwegian airspace. Current Avinor AS operates a combined flight control service for the civilian and military air traffic. Avinor has been appointed by The Ministry of Transport and Communications (Samferdselsdepartmenetet) to deliver these services, and is the sole supplier of flight control services to their own airports. Non government airports can purchase flight control services from suppliers other than Avinor. The Ministry of Transport and Communications wants to hold a contest for the delivery of flight control services, also for government airports. The Ministry therefore wants a 2-fold review of different problems in connection to this.
In part I of the review, the Ministry wants a broad study of how well suited different flight control services are for competitive tendering. Based on this review, a recommendation will be given as to which flight control services should be put out for competitive tendering, and a plan for when and how the contest should be phased in. A risk analysis of the recommendation will be carried out.
In part II of the review, the Consultant shall assess if the recommendations, with regard to which services should be put out for competitive tendering, are consistent with the Norwegian model for financing of flight control services, and which changes need to be done. An assessment shall also be provided of the organisation and affiliation for the company Avinor Flysikring AS, and an assessment of different models for ownership of infrastructure.
